Is there a reason Ursaring is not a Tyranitar counter?

At least not on the "Good Counter" list?
With his/her Att Stat (236) tied for 10th of all available pokemon, and decent stamina (180), am I missing something?

Two quick moves
-Metal Claw (8) x1.4
-Counter (12) x1.96

Three charged moves
-Close Combat (100) x1.96
- Play Rough (90) x1.4
- Hyper Beam (150) x0.8568

Edit: HB multiplier, i can't do everything

I have brought him up a couple times too. I think he is a good counter. He isn't bulky and doesn't resist Tyranitar's moves like Machamps does, but as far as damage goes, there aren't maybe better options. I use one after my 3 Machamps.

He's decent. But there are several pokémon that will do more damage to Tyranitar - both Machamp and Heracross for sure, probably also the likes of Hitmonlee.

Yes, Machamps and Heracross do, if you have access to Heracross. Primepae also does more damage, but Primeape and the Hitmons are even squishier than Ursaring is. If you are like me and have 1000 candies sitting around, it is super easy to evolve a level 30 one and plug it into your lineup.

I do agree that there are better ones, but hitmonlee will die faster, regardless of resisting dark (if thats the moveset). I believe machamp is under the label "Supreme counter." And primeape is a joke in this game.

Under the "Good Counters" is Polowrath (B/DP or RS/DP), which makes a little since, but Feralgatr (WG/HP)... in this situation Ursaring>Feralgatr. So, he should be at least a "Good Counter"

So you're saying this would be the worst of his charged moves vs tyranitar.

Ursaring (C/CC) > Feralgatr (WG/HP)

I believe Machamp and Heracross and Poliwrath all have defensive bonus to dark and rock move types. Ursauring does not receive a stab bonus either and has low defence u like the others. Vaporeon and Venusaur are better counters then either
Ferilgator or Usauring also.

Stab is now a 1.2 multiplier, so water moves from a water mon gets 1.2x1.4=1.68
Double effective fight moves, without stab, 1.4x1.4=1.96
This was a "why is he not under the 'Good Counter' label of tyranitar counters" Question. Not, why is he not considered the best!
Feralgatr is on the "Good Counter," part, and Ursaring is better, without stab. Ursarings defense might be lower, but has a higher attack stat and stamina. Both do not resist dark

Even Venusaur, resists nothing from tyranitar, and is weak to FB. Att/Stam stats below Ursaring. With a 1.64 grass attack, compared to 1.96 fight attacks from Ursa. It is an argument that can be made. Vapreon is obvious, but only because of the higher stamina.
