Is Ursaring a viable attacker against Blissey and Snorlax or am I better off using something else?

If so, which moveset would be better: Counter/Hyper Beam or Counter/Close Combat?

I have ones with both movesets and 450 candies. Should they be maxed out, brought to level 30, or just left alone?

Counter/Hyper Beam is at 2250 CP with 89% IV's.

Counter/Close Combat is at 1736 CP with 71/73% IV's.

Yes he is excellent, slighly behind Heracross if he has fighting moves.

Hyper Beam and Close Combat are near equal, but Close Combat is slightly better vs vulnerable enemies.

Counter/Hyper Beam is better for Ursaring due to STAB and Close Combat only does 100 damage...Ursaring has the most powerful Hyperbeam in the game currently...

I'd power that one if you need a Blissey counter since quite good and only behind Machamp and Heracross in terms of time to beat a Blissey.

I think there are better options all the way.

For Blissey there are Machamp, TRex, Dragonite, Exeggutor, Flareon, Espeon among others.

For Snorlax there are Machamp, Dragonite, Vaporeon, Exeggutor, Golem, Rhydon who are better off in my opinion.

I'm not going to give him as much praise as others. He is viable, but not excellent unless you are a great dodger. He isn't very bulky, so if you plan on tackling more than 1 pokemon with him, he probably isn't the best option. Outside of Machamp and Dragonite, I use Eggy, Muk, and Vaporeon. Flareon is good too, but has the same issues as Ursaring. Alakazam and Espeon are solid options as well.

I maxed a c/hb one out prior to obtaining a machamp with double fight moves.

Although the machamp is objectively better, I don't regret it: Ursaring is a cool mon, a good backup for Machamp and fighting a Blissey with psychic or fairy moves feels somehow more relaxed with a mon that does not take se damage.

Bottom line: The mainstream mons may be more efficient, but Ursaring is a cool and viable alternative if you fancy some diversity in your lineup.

C/CC ursaring is best against most blisseys because he is not weak to 3/5 of her moves like machamp is.

He also doesn't have STAB, meaning he will kill Blissey slower, meaning he will take more damage.

i was lucky enough to catch a lvl 30 90% teddy who went C/HB. He is not in my primary attacking line up (have a t-rex with B/SE who melts blisseys, and i like dragonite dbdc and DT/Hu (don't have Dt/O), flareon fs/oh, exeggutor C/SB, espeon C/FS as next choices depending on the blisseys charge move) but i do use him if I am trying to prestige on occasion. If i had any of the above I would preference them over him oh and machamp of course but many including I struggle to get a good moveset (just acquired C/CC).
I have found polywrath to be an adequate prestiger into Blissey.

He makes the list that Dondon put together to answer that exact question.

My main counter to Blissey is my C/HB Ursa 2611 cp. I can take out 3k Blissey with him. Teddi is common around me, I have evolved over 20 Ursa. I can't stop catching Teddi, he is so freaking cute! Then he evolves into a usable mon, how great is that? Ursa isn't the ideal but certainly gets the job done against Blissey and Snorlax.
Try the HB one in a few battles and you will like him/her!

Even against normal types like Snorlax/Blisseys, C/HB will still be slightly better than C/CC in terms of raw dps, coz the 1.25x STAB HB will still do more dmg than 1.25x SE (but non-stab) CC.

However, CC will be less risky for dodging due to it's lower CD.

Overall, Ursaring is a decent alternative to Blisseys, however, he will require dodging and hope that the dodge glitch dun hit. With that, it's possible to pit him against a 3.1K Blissey ( https://youtu.be/RBX3FXuCb3I )

They are going to perform similarly on Ursa's best matchups. Against normal types, CCs shorter duration about makes up for it's lower power when paired with Counter.
Ursa is my go-to for Lick-lax, and a decent backup for Blissey if I have to face multiple. He is definitely better than BP/SE Machamp, SW/HB Dragonite, or Ember Flaireon (not great luck on move sets).
