Best Spenting of Candies
Im at 162 rare candies and i have a few good legendaries, as in Zapdos, articuno and kyogre, (i only have the three birds, mew, ho-oh, the lati's and kyogre, please dont say "Raikou/Rayquaza/etc" because i dont have them)
i have 91 iv max attack ho-oh, kyogre, near max attack zapdos latios and articuno (yes, all have 91% VI's, my luck)
Im not concerned with moltres as i have 5 blast burn Charizard all a lot stronger than it and it wouldn't be worth the candies, same with mew as i dont have the TM's or the desire to use mew
My end goal is to use rarecandies on pokemon that wil have consistent usability, EI, wont be outclassed by another pokemon of the same type which is why i am hesitant to power up acrituno with anything more than the pinab'd catches i get from research as mamoswine's outclassed it at release.

Just a few Swinub with decent IVs, but on a lark did a Piloswine raid and got a perfect. Now I'm just hoping Mamoswine gets a good moveset, and makes Ice somewhat competitive with most of the other typings.
The irony of hunting Swinub on sunny days (boosted from ground) to get a good Mamoswine (future Ice king) shouldn't be lost on any of us.
If you need to clear space right now, Kyogre. It's by far the strongest legendary that you do have and there's a good chance it's going to remain the best water type until the end of time. It doesn't have a lot of good legendary matchups in gen 4/5, but overall it's a very, very strong pokemon. It's a good generalist and can enable or help with many tier 3 solos, which I understand you currently have problems with. A level 35 Kyogre can for example anchor Machamp and Gengar solo teams, it has just enough DPS even dealing neutral.
If you had infinite space to hoard, reruns of Groudon, Rayquaza and Raikou would be priorities as well as Dialga, Palkia and Heatran from gen 4.
Of all you have, Kyogre is the absolute safest bet. In any situation where it has type advantage it pulls miles ahead of everything else and has very slim odds of being outclassed. Even if something else ends up being better than it, it will most likely only be marginal. Primal Kyogre is something to consider as well, with its signature Origin Pulse being stupidly powerful (assuming they don't nerf it that is).
Zapdos is pretty strong but leans on the glassy side of things. Not to mention being outclassed by - and I know you said not to say it, but - Raikou, which has better moves and better bulk to make up for its slightly lower attack stat. I mention Raikou since it's a fair guess the beasts will be the next round of research breakthrough rewards.
While true Articuno will likely be outclassed by Mamoswine, should Rayquaza come back before gen 4 drops it could be worth investment if you lack other ice types. And yes, you'll want ice types for Rayquaza thanks to its double weakness. If ANcient Power concerns you then be happy that Articuno is able to shrug t off surprisingly well despite its own double weakness.
As far as everything else, that sorta depends on what you need right now. While Moltres does still outperform BB Charizard you already have 5 of the latter so I wouldn't bother. Ho-Oh is a little too niche unless yours has Solar Beam and you want a bulky Groudon counter, who could be next in the raid rotation. Latias simply isn't worth it, and Latios will only be worth it until you do manage a double dragon Rayquaza/Dragonite/Salamence. For something that requires rare candy investment I'd hold out until you get one of the other three.
im saving all my bagon for the eventual community day, and im not goig to power up latios, 2 of them are weather boosted and have zen headbutt (ones psychic, the others dragon claw)
I have a good draco meteor dragonite, trying to power up another get outrage after I get the necessary TM's
And I understand about raikou, it os soemthign ive been saving for, but realistically am not sure what it will be good for, gen Iv and V's dragons heavily resist it, aside from palkia and kyogre wont be back for a long time, unless they add more raids to water and flying types
Raikou was mostly brought up as a reason to why powering up Zapdos wouldn't be the best idea to begin with - if you can't justify Raikou then how do you justify something not as powerful?
On the topic of TMs, does your Machamp have dual fighting moves yet? It still baffles me a little that you made the post about if Venusaur needed it while your best Machamp was still trapped with dual steel.
While this may be a stretch, I think he just meant that Raikou at least deals neutral damage and has a decent amount of bulk to go with its damage output. I plan on glassing the hell out of Palkia with dragons and Max Revives unless powerful dual-fairies happen before then. Fairy Wind as a fast move when Niantic?
Hold on to your Rare Candy unless you need the bag space. If you do, convert some to Kyogre candy, but do not power up any Kyogre until after the Water Festival. Wait for better legendaries to be released. With Groudon expected to be the next legendary raid boss and the dogs as possible Research Breakthrough rewards, you will eventually have good candidates to spend Rare Candy on.

thats what my thinking is, I know for a fact kyogre is number 1, because of primal and origin pulse (I just hope it isnt an exclusive move to specific raid dates)
I think that raikou will be the second beast research breakthrough, because zapdos was second, and I am saving them for gen IV, im just trying to find the balance between goot investment to get things now or saving up for later to get super powered legends fast at the cost of not getting many npw
Seriously, go out and hit Kyogre hard for the next few days, and then power up the best one you get. Many are guessing Groudon is next, and you might want to get one or two of those up to speed, especially to get ready for Dialga, who is only weak to Ground and Fighting. So for you, it would be Groudon, unless you want to go against your nature and make a heavy investment in Machamp to counter it.
As another option, it may be worth considering expanding your bag space.
For 200 coins, you can do two extra raids, for which you'll get some rewards plus a couple of chances to catch something better than your 15-attack 91% Kyogre.
Alternatively, the same 200 coins will allow you to save 50 rare candy for a legendary you really want to invest in. And you'll have it forever!
As with most things, it all depends on personal goals and play style, but I consider bag space one of the best investments in the game.
