The best pokemon for limited CP PvP

For the great and ultra leagues, at 1500CP and 2500CP limits, the best pokemon should come down to 3 things:
1. Typing
2. Moveset
3. Synergy

Typing will be important, as some types are simply superior to others, especially some dual-types. Picking pokemon that have few weaknesses should make your team a lot stronger. This is a tough one, as the important types to pick will likely depend on which pokemon are viewed as strongest.

Moveset is the easiest by far. We currently know the best 4 charge moves in the game: Hydro Cannon, Meteor Mash, Frenzy Plant, and Blast Burn. I think we can agree that Venusaur is superior to Meganium, however it's harder to argue for Charizard over Typhlosion (Charizard has a better fast move, but Typhlosion has better typing - Charizards dual typing will expose him to more weaknesses and to a double weakness).
Beyond these 4 (moves, 5 pokemon) - what other picks are destined for greatness? I believe Sky Attack is the strongest non-exclusive charge move. Molters is likely already outclassed by Charizard, but does Lugia enter as a threat? It should be noted that Lugia could appear in the 2500CP draw, but it's impossible to get a 1500CP Lugia.
Is Shadow Ball one of the next strongest moves? Is Gengar ideal at 1500 and 2500CP, or are there Ghosts with preferable stat distributions?

What other moves come to mind?

I'd keep an eye out for Kingdra (balanced stats, good movesets, great typing) and Alolan forms of Ninetails and Sandslash (will be amazing dragon killers). But it really depends on the battle mechanics; for example, if dodging turns out to be important, the best attacker into Grass could turn out to be Parasect (lighting fast moves and double resistance).

Even though nothing can stop the hype train, I would rather not try to predict great Pokemon based on current battle mechanics, but instead hope for a drastic change in battle mechanics that will make PvP interesting. It's unlikely, but once can hope

I agree with your sentiment, but the fact remains that you have this weekend to obtain 1500CP and 2500CP versions of Pokemon with overpowered exclusive moves. Those moves will likely dominate the CP limited brackets, as raw stats won't matter anymore. Moves and typing matter way more.

I think I've decided on the following for the below 1500 Great tier:
- Snorlax
- Raikou
- Kingdra
- Entei
- Piloswine
- Registeel

I like starting with something bulky with few counters and then ending with something bulky with a ton of resistances. I've also made my Master team but am at a total loss for the below 2500 Ultra tier... I know Blissey for sure, beyond that it's hard for me to tell whether a level 20 Mewtwo is better than a level 30 Exeggutor or whatever... I'm going to have to run simulations to figure out the Ultra team.

What makes a 1500CP Entei better than a 1500CP Blast Burn Typhlosion? I think the better charge move trumps the better fast move?

What makes a 1500CP Registeel better than a 1500CP MM Metagross? Typing I suppose, but still...

I picked Entei so that it didn't have a double weakness to rock which I expect opponents to bring (though I wouldn't judge anyone for bringing Charizard instead). Plus I see Flying as more of a weakness than an advantage as it opens my fire mon' up to Electric attackers.

Registeel's typing is nice since it's pure steel but it is also very defensive and will be a much higher level at 1500CP than a Metagross (though I haven't run the numbers between the two at 1500CP to truly see which comes out ahead. I imagine for a Metagross to be under 1500 it has to be pretty low level).

UPDATE: I did however just see on Twitter that it's rumored you only choose 3 pokemon for your team instead of 6... so that... screws up everything. Back to the drawing board.

Ah my apologies, in that case yes Typhlosion would possibly be a better option.

If we can only choose 3 for a team... Here are two I came up with for below 1500:
Great Team 1:
- Snorlax
- Lapras
- Registeel

Great Team 2:
- Kingdra
- Raikou
- Piloswine

and for Ultra:
Ultra Team 1:
- Blissey (Pound, Hyper Beam)
- Togekiss (Air Slash, Dazzling Gleam)
- Groudon (Mud Shot, Earthquake)

Ultra Team 2:
- Milotic (Waterfall, Surf)
- Raikou (Thundershock, Wild Charge)
- Mamoswine (Powder Snow, Avalanche) yes yes, I know it's not released *yet*

I really think if there's no time limit in PvP, it's really just a matter of mixing TDO and type coverage.

Your blissey's moves are too easy to dodge and Groudon's influence is negeligble because all 3 its charged attacks are easy to dodge.

Maybe when they mean cp cap, they mean the MAX cp needs to be below that level? If it does, any strategies here are denied.

They specifically said the CP cap is to make PvP accessible to all levels of trainers. So it wouldn't be max CP as then you'd still only win with maxed out Pokemon.

Actually, I just ran a Sim of 1500 CP Venusaur and 1500 CP meganium against Vaporeon. Expectedly Venusaur has higher DPS, but lower TDO. Since TDO will likely be more important, meganium might prove to be better.
