We'll find out in 4 days, maybe even sooner. Look, Niantic loves to do stuff like this. Leafeon, Glaceon, Mamoswine and others appeared during the Gen4 lanch video, and yet months later, they still aren't in the game. Sure there's a chance, but it's not definitive. I for one don't think they'll be the next raid bosses, but that's just a guess of course.
My reasoning is that we just had Cresselia, so more Psychics would be very unpopular with the mass. But, Niantic has shown that they don't really seem to care. So who knows.
Given that PvP didn't exist for the majority of that month, that Cresselia needs to roll under 6/7/7 IVs to get under 1500, that it's expensive to get to 2500 with no use outside PvP, that the "next best" beats it easily (Lugia resists psychic, Cresselia doesn't resist flying), and most importantly that we don't know enough about moves yet to truly know that Cresselia is even good at PvP, let alone the best...
Yup - really need to disagree with you on this one. Cresselia was indeed a boring month. I've raided a total of 4.
If the next 3 months are the lake Guardians with no groudon or Rayquaza return - it will be a very easy winter to stop playing.

From what ive seen even if a legendary isnt good, people will still raid it becaue teir 5's give the best rewards, namely rare candy for their main legendaries. the lake trio will be jokes of a raid boss compared to cresselia as well as not be as strong of a psychic attacker as mewtwo or tanky as cress, so just psychic punching bags for our tyranitar. Less defense, and we already have the counters powered up and the boosted effectiveness.
I'd feel like most would be glad to have "boring" raids in winter so they dont feel compelled to play in the snow/cold, or need to drive in bad conditions
They arent mythicals, which is what mew, celebi and jirachi are, (mythicals are a subset of the legendaries, distributed via special events in the main series, the exception being Deoxys who was obtainable normally in gen 6) the lake trio are standard legendaries. They are somewhat more comparable to the regi's
They're far from confirmed, but since they are right in the image for the 2018 winter holiday event, I'd say the odds are decent that they're next up on the legendary raid list.
While none of them will be particularly stellar (except Azelf if you missed out on Mewtwo), I'm gonna go with what's probably the unpopular mindset that this is the perfect time for them to roll out the "boring psychic legendaries." We just got PvP, the biggest addition to the game in a long time. The PvP hype is real, and the feature will keep people busy for some time now. On top of that, we have the winter event coming, and I wouldn't be shocked if we get a PvP event coming down the pipeline as well. The powerhouse legendaries are going to be big enticements to get people playing, all on their own. So to me, it makes sense that they'd roll out the "boring" ones while people are riding the PvP high.
A super serious player in my city (130k catches) barely got me at the master league with dragon claw Charizard...I used maxed Mewtwo Shadowball, Max Dragonite OR, Max Entei. He used Max M2, Max Metagross, Max Charizard...I assume Blast Burn and DC. At the least an easy tier 5 could help you save resources for the above scenario.
