Level 10 Effect
Passive: After contributing to a kill, the next attack is upgraded to an explosive grenade, which prioritizes the enemy unit with the highest HP dealing 400% Damage, as well as 80% Damage that scales with Dummy-Links in a radius of 2.5. Active: Increase Damage by 30% for 5 seconds. Each kill she contributes to while the Skill is active prolongs the duration by 2 seconds. |

In fights where Purin can constantly fire her grenades, she will almost never attack normally and thus the +10 Damage from a #2 Chip will be better than her SPEQ.
Overview
Purin's entire kit revolves around launching lots of smaller grenades as long as enemies keep dying. This is actually quite decent earlier on (Main Story Chapters and before Mirror Stage) but quickly falls off as enemies get higher health and single-link entities become common.
When an enemy she has attacked is killed, she will launch a grenade at the highest HP enemy in range. The grenades are launched with all dummies, so the damage is higher than expected from the low multipliers. The main hit can Crit, while the linksplash cannot. As you'd primarily want her to help clear out groups of enemies, it's the linksplash that matters more so giving her a #2 Chip is recommended.

Strengths
Constant Grenades
Against earlier enemies where HP per link is lower and there are large groups, Purin can be quite decent.
Weaknesses
Falls Off Heavily
Purin just does not have the multipliers or kit you'd want against later enemies.
Full Analysis
Technically, if she will be launching grenades at enemies with higher HP where the linksplash isn't important, the SPEQ is better than a #2 Chip, but this also means you probably shouldn't be using Purin in the first place.
