PP-93 is a MTR, whose performance in battle is somewhat similar to 2B14, with both of them having a Skill based around hitting an additional time at the start of the battle, unlike M2 who only fires her extra shot further into the battle. This makes her, like with 2B14, excellent at thinning out large groups of linked enemies quickly.
Her Skill 3 is what sets her apart from 2B14, increasing the Lethality against targets further away and increasing her Precision against closer enemies. As enemies you want to eliminate quickly are usually in the back of enemy formations, while enemies with high Evasion are usually near the front, this makes her efficient at dealing with both.

How should I prioritize this HOC?
Full Analysis
While PP-93 has ~25% lower Lethality than 2B14, her increased multiplier vs linked targets from Skill 1 combined with her increased Lethality from Skill 3, she will outdo 2B14 on the first strike. Other than this, PP-93 is situationally better than 2B14, with both of them being very strong MTRs.
The extra fire from Skill 1 should be considered a bonus, and with enemies still moving during the first strike, it's unlikely to be on target for the full duration until further into the fight.
Her Skill 2, Extra Firepower, should in general be treated as a 20% Damage Reduction/FP Down for the start of the fight, providing some extra survivability to your echelon before ICDs are ready. Especially with things like Cyclops MG existing, this is very nice to have.
When maxed out, the main difference between 2B14 and PP-93 is their Lethality (2B14's being quite a bit higher) and Precision (PP-93's being quite a bit higher), and as discussed above, PP-93 makes up for her lower Lethality with extra multipliers.
