Is building Alm with Swordbreaker a good idea ?

I got an Alm with -Spd +Atk and I'm wondering if using Windsweep would be effective with only 30 Spd. With his Refined Falchion, could I got a *4 when attacking a sword holder ?

Swordbreaker is a good budget option on most sword units.

And yes, you can quad against a sword user as long as you're above the HP threshold.

Yes it is a good idea, but it's not the best Idea.

If you have problems against Sword units then having Alm kill them or even close to death will benefit you greatly.

and I always consider 35 as the minimum spd to use sweep skills effectively(even with phantom spd, he will still struggle to activate sweepskills)

Just go for twoshots you don't need windsweep. Death Blow from Klein will work great for him. For his special, luna, or moonbow. B slot I think is best as Mystic Boost. Special Spiral is also good but expensive. A cheap option could be renewal or chill defense. For his seal atk 3 or heavy blade.

Thanks for responding so quickly. I also wonder what happens when two Swordbreaker units with swords fights.
Their skills cancels or the attacker hits 1 time then the defender responds ?

Breakers are part ofa group of skills that change the number of follow-up attacks. Those all follow rules I describe here

To make it simple, when two skills that guarantee or prevent follow-ups are faced with each other, the battle becomes a speed check.

Example:
Alm vs Marth (both with sword breaker) = skills cancel, the faster unit (>5) doubles
Alm vs Nowi (both with sword breaker) = skills do not cancel because Nowi is not a sword user; only Nowi doubles (regardless speed)

In summary, sword breaker will help against faster sword users provided they don't use the breaker themselves. Then again, sword breaker is fairly common so it's a good budget skill.
