Overview
416 is an AP Grenadier. Like all AP Grenadiers the ICD for her Skill is 8 seconds, but 416 has a Mod that reduces this to 6 seconds among other improvements. Due to this, 416 is far better option than other AP Grenadiers, provided you do Mod her.
Her Skill is a standard AP Grenade, doing a large amount of linksplash damage to the highest HP enemy in range and those near it.
Replacing SOPMOD in your first ARSMG with 416 is an option if you have her, though she is more expensive to raise due to the rarity.

GZ SPEQ-Set Bonus
When equipped with all 3 SPEQs:
Every 4 seconds, throw a Grenade that deals 2x Damage in a 2.5 unit radius at the Highest HP enemy. This Grenade also triggers Skill 2's damage over time and Vulnerability effects.
Additionally, Skill 1 always triggers extra explosion as if the target died.
The M856 Tracer Rounds grant the entire Echelon +5% Damage at the start of battle, lasting until the end of battle.
Overview
416's Mod fixes several of the issues with AP Grenadiers, most notably their 8 seconds ICD.
Mod I grants her an ICD reduction to 6 seconds, as well as improved base stats and Skill multiplier.
416's Skill 2 has 2 effects, depending on whether the main target dies or not. If the main target dies, the Grenade will cause a secondary explosion of 3x Damage with a 4 radius. If the main target survives, the main target will get 20% Vuln and take minor additional damage over time for 3 seconds.
This Skill 2 makes 416 very efficient and clearing out large groups of low HP enemies, even if they aren't all tightly grouped up.
Take note that even if 416 applies some extra effects on surviving targets, this does not mean she is a single-target Doll and she is not what you should be bringing to boss fights. You should consider her Vuln and minor damage over time to be bonuses, making her less terrible than most AP Grenadiers if you need 416 to clear the enemies in the way to the boss.

History/Trivia
In the 1990s, the US army collaborated with H&K to develop a new carbine for use in close quarters. Up until recently the weapon of choice for such a situation was the venerable MP5, however, it suffered greatly as body armour became commonplace; the existing M4 Carbine didn't have that problem. However, it proved unreliable in situations where cleaning the gun wasn't possible for long periods. H&K, using the knowledge it had acquired from its successes: mostly the G36 and the ongoing contract to fix the L85A1, and its failures - mostly the G41 that was plagued with reliability issues. Initially, it was named H&K M4, but Colt already copyrighted this name, and thus the HK 416 was born.
H&K started by scrapping the M4's gas system, and replacing it with a short-stroke gas piston as used on the G36 and XM8. Along with intentionally over gassing the system, it resulted in a more durable and reliable rifle especially in adverse conditions, such as MARITIME AND extreme cold where the direct impingement system used by the M16 and M4 had never fared well.
A 416 variant, the M27 IAR, takes advantage of the gas piston system. As hot combustion gasses don't return to the receiver, the entire gun stays cooler. This allowed for the M27's intended purpose of being a lightweight rifle that could easily handle automatic fire while allowing the user more mobility, replacing a portion of the heavier and cumbersome M249s.
In 2007, a competition was held by the US military between the M4, SCAR-L, 416, and the previously rejected XM8, purely to "assess future needs". Ten guns of each were used, firing 60.000 total rounds per group (6000 per rifle). Out of this, the XM8 scored the best, with only 127 stoppages across the 10 rifles. The SCAR-L and 416 were very close, with 226 and 233 stoppages respectively. The M4 was much worse than all of them, at 882 stoppages, 239 of which were caused by the magazines. It isn't cheap. It's deadly, reliable, and worth every penny. Just like 416's mod3 upgrade.
