Overview
Stechkin provides a near perfect mix of buffs for HGRFs, fulfilling her support role perfectly.
Stechkin brings with her a small Damage boost and RoF buff in her buff tiles, and a pure RoF buff in her Skill. The RoF buff is high enough yet not high enough to cause most RFs to reach the RoF cap, which allows her to be used universally in HGRF Echelons. Moreover the Damage buff in Stechkin’s buff tiles is a great addition to HGRF teams -- it generally won’t cause a great amount of overkill while still contributing to DPS. In addition, Stechkin unlike many HGs fits the support role, making her an invaluable choice for many HGRF Echelons. Overall, Stechkin’s utility is hard to match, making her one of the top choices of HG in RoF self-buff RF team compositions.

Strengths
Powerful Buffs
Stechkin provides both RoF and Damage throughout her tiles and skill, making her an ideal fit for HGRF echelons.
Great Buff Tile Formation
Stechkin is one of the only units that properly fills the support position of a HGRF echelon, making her a valuable unit.
Weaknesses
Not Exceptionally Flexible
This is more of a nitpick than a weakness, but Stechkin’s utility is limited in ARSMG Echelons and SGMG Echelons. Her potency in HGRF Echelons can really not be understated, however.
Full Analysis
Stechkin’s buffs and tile formation makes her almost universally wanted in HGRF Echelons. This is for a few reasons, ranging from her buff tiles to her tiles’ positioning to her Skill.
In HGRF Echelons, Stechkin provides a perfect mix of buffs. Her buff tiles provide 12% Damage and 24% RoF, and her Skill provides 22% RoF. This RoF buff provides valuable boosts to efficiency in all HGRF Echelons -- the buff is potent, but not potent enough to cause excessive RoF capping or overkill when paired with RoF self-buff RFs. Like all other dual-RoF buffing HGs, though, Stechkin has a hard time being used in ARSMG/SGMG Echelons -- neither ARs nor MGs appreciate the large RoF buffs Stechkin provides, This isn’t much of an issue, however, as she sees such prolific use within HGRF echelons.
Another strength to note about Stechkin is how her buff tile positioning demands she be placed in an Echelon. While her tiles force her into the backline as a support unit, this is far from being a weakness as HGRF Echelons do not have many effective options for this position and role. Moreover, many of the HGs that are suited for backline support -- such as SAA, Grizzly and M1895 -- provide Damage buffs which are unsuitable for most HGRF teams. In addition, the ones that do fit like Five-seveN show worse efficiency than Stechkin due to wasted buffs.
To summarize, Stechkin is one of the best HGs to be slotted in an HGRF Echelon thanks to her great buff tiles and Skill. She comes highly recommended, and is definitely a unit that shouldn’t be missed.

Team Options
HGs that provide RoF
As Stechkin’s buffs alone can’t cap RoF on any RF, another HG that can provide an RoF buff is recommended. Some examples are PPK, M950A, Makarov, and Welrod. Keep in mind that Calico M950A should only be used with Stechkin in a HGRF echelon with Damage self-buff RFs like Lee Enfield. PPK and Stechkin work together especially well with RoF self-buff RFs, as PPK and Stechkin’s buffs are enough to cap RoF on SVD.
Self-buff RF
As Stechkin’s RoF buffs are a perfect fit in any DPS HGRF Echelon, Stechkin works with any self-buffing RF. Some examples are WA2000, SVD, Lee Enfield, and M14.

In a conventional HGRF echelon, the only spot Stechkin can optimally fill is the backline support due to her tile formation.

History/Trivia
The Stechkin automatic pistol -- or APS -- is a Soviet-era selective fire machine pistol, named after its designer, Igor Stechkin. The Stechkin automatic pistol was first produced as a self-defense weapon for many crews where a full assault rifle was too cumbersome to carry around.
