Operator Overview

A transfer student to Rhodes Island who was underestimated by every Rhodes Island official that tested her suitability for the transfer program. Her prowess in combat wowed all the testers, and so she became a 5 Fast-Redeploy Specialist whom Doctors can deploy on the field to damage and debuff their enemies.

Like most Fast-Redeploy Specialists, Waai Fu’s Skills trigger automatically when she is deployed, providing short bursts of high power. Her Skill 1—Explosive Strike—boosts her ATK for a short time and also causes her attacks to weaken her enemies with an ATK debuff, while her Skill 2—Disruption Kick—immediately damages all enemies around her and disables their special abilities. Having trouble with the Sarkaz Casters’ immobilization spell or the exploding slugs’ suicide bombing? Drop Waai Fu on their heads and worry no longer! Waai Fu’s Skills are augmented further by her Talent, Wing Chun, which has a chance to increase her ATK and inflict knockback every time she attacks.

While her Talent gives her some punch after deployment, don’t misunderstand: Waai Fu’s usefulness is almost always limited to the duration of her equipped Skill. After her Skill has been used, Waai Fu’s unimpressive stats and the low activation chance of her Talent make her a poor choice for an active unit. Of course, that’s why she has the Fast-Redeploy trait! Pull her back, give her a quick breather, and send her back in once she’s ready to crack a few more skulls and stop a few more special abilities. Never underestimate a good Waai Fu: she will always be there for you when you need her most.

Base Skill Analysis

Second RIIC Base Skill is gained at E2.

Is the Skill worth the promotion cost?  Maybe.  Fast-Redeploy Specialists can be useful, but are generally not stat-dependent, and her Talent upgrade at E2 is not hugely significant.  Since it is an extremely high Factory buff, it might be worth it if you want to maximize your very long-term production, or use her a lot.

Profile

Waai Fu is a university student from Lungmen, serving Rhodes Island from the first batch of employees hired under a secret Lungmen-Rhodes Island commercial agreement. On the recommendation of a certain firm, she took a battery of tests that showed scores wildly inconsistent with her stated identity. She clearly has substantial combat experience. Several investigations are ongoing.

Clinical Analysis

Increase Trust to 25.
Imaging tests reveal clear, normal outlines of internal organs, and no abnormal shadows have been detected. Originium granules have not been detected in the circulatory system and there are no other signs of infection. At this time, this operator can be confirmed to be uninfected.

[Cell-Originium Assimilation] 0%
Operator Waai Fu shows no signs of Oripathy infection.

[Blood Originium-Crystal Density] 0.13u/L
Operator Waai Fu rarely interacts with Originium or its byproducts, and has a healthier physique than the average citizen. Although there is no relationship between one's physique and susceptibility to Oripathy...

When Waai Fu presented her recommendation to Human Resources, most of the reviewing operators had low expectations. Considering how often they see strong-looking, adventurous types show up with an air of danger, only to emerge bruised, battered, and reduced to tears by tests both physical and psychological.
But Waai Fu came through the psychological tests with a stable disposition. Some operators assumed this was just a fluke, until she swiftly put two operators on the floor in her combat tests, drawing attention to her potential.
Of course, these tests are only the beginning of the onboarding process.

Fear of the Infected is an expected response. Suffice it to say that if an ordinary person finds it easy to enter a group of Infected, they had either a peculiar upbringing or some as yet unknown secrets.
In other words, the Infected are used to instilling fear in the uninfected. Such is the result of a world that treats them so.
After learning of Rhodes Island and our work with the Infected, Waai Fu exhibited a degree of confusion.
She hesitated when Instructor Dobermann, who is Infected, reached out to her politely.
However, not grounds for Rhodes Island to reject an applicant. On the contrary, it is a normal reaction worth recording: real, natural and cruel.

Waai Fu took Instructor Dobermann’s hand.
She said that upon learning of Rhodes Island's experiment that demonstrated how everyday exposure does not facilitate the spread of Oripathy, all that remained for her to do was adapt.
"It is not habit that controls a person, but prejudice."
Operator Waai Fu answered Instructor Dobermann's question intensely.
Instructor Dobermann rarely shows emotion, but this time she came out beaming.

Waai Fu has much going for her, from her impressive physique to her extraordinary, if quirky, combat techniques, all the way to her academic qualifications (She's still in school! Did you even read her resume?!), commendable work ethic, practical experience, and so much more.
While she is quite young, Waai Fu commands the respect of many operators because she possesses that most important virtue in any good Rhodes Islander: tolerance
This is not to say she is always walking on eggshells. If asked to describe Waai Fu in brief, most operators would probably describe her as a punisher of wrongdoing.
Waai Fu is known to actively investigate the causes and effects of certain incidents. In some situations, such as disciplinary violations, she steps in to stop them at once. In others, such as outbursts of psychological issues some operators struggle with, she will focus on harm reduction.
"If right and wrong were so easy to tell apart, nothing would ever go wrong."
Of course it's wrong to steal property from the Doctor's office. Please don't provoke Waai Fu again! Running in the corridors is dangerous! The medic operators are already overworked as it is!

Waai Fu unquestionably fills a role Rhodes Island needs. Even though she considers her work here to be only "part-time," her effective performance and competent communication can be described as nothing short of excellent.
When asked about herself, it is difficult to get Waai Fu to speak about anything other than her martial arts and the dark and messy detective office that recommended her to Rhodes Island, as well as her "ordinary daily life." She will disclose her personal career goals only on rare, formal occasions——
"I want to be the kind of person who can help people."
Perhaps... a bit too broad.

Is everyone here?
First off, let me congratulate all of us here in Human Resources on a job well done. This past month has been stellar, and I think we've all earned a nice meal. On me, as always!
Now then, I have something to discuss, pertaining to the exchange agreement between Lungmen and Rhodes Island. The first round of applicant review falls on us. We do very important work here!
Even those of you most familiar with Rhodes Island's regulations will sometimes get confused by some wording or something, right? I know there's one line, hm, it's pretty long in the original, but paraphrased——
"Should an operator fail to meet the needs of Rhodes Island, regardless of motivation or action, they are ineligible for onboarding. Conversely, should an operator appear with an origin or background subject to some scrutiny, as long as they meet our needs and strictly abide by our rules, they remain eligible..."
Something like that! The original text is very dry and very long, so I won't go over it all right now.
Does anyone feel the need to ask "why?" Let me provide a simple example.

Say there is some remarkable individual who comes highly recommended, with a remarkable set of personal ideals. In order to see their ideals realized, they sacrificed many people, destroyed entire cities, and ultimately succeeded.
No matter how great this individual or their ideals, Rhodes Island cannot accept them. We would be nothing but a platform for such a person.
Then we have another individual, who has their share of problems. The things they do and the ways they do them may seem a bit unreasonable to us. This person submits a resume to Rhodes Island.——
Sit down! I know you're all eager to say "we already have a lot of operators like that!" And there are indeed some!
Think for a minute how many things happen each and every day in the many cities of the world. Can we settle them all ourselves?
When an operator subjectively plans an action that would harm Rhodes Island's ideas, that operator is immediately expelled. When an operator intentionally violates Rhodes Island's rules and regulations, that operator may be eliminated before they can cause material harm.
Even if! Even if the regulations are as they are, Rhodes Island has never once done such a thing, we have never seen such an action. Oh, not counting private wire connections. You can blame Closure for those!
The adjudication of whether or not an operator is eligible is dependent on his will, not his rap sheet.
Rhodes Island has the ability to observe and study its operators while also maintaining its rules and regulations. At Rhodes Island, some operators are at last able to achieve what they'd always hoped to do.
As long as we maintain contact with them, we will respect their choices, within reason, and never force them to act against their own will.
Sometimes, when there remains no other choice, such a thing may come to pass.
I hope everyone understands this, just as they understand the Infected, and Rhodes Island's mission statement.

For all candidates, the most important thing is to find them their place at Rhodes Island, and to acknowledge Rhodes Island.
We must adhere to this in processing the applicants under this exchange agreement. Understood?
Ah, of course, the Waai Fu girl we just approved is perfectly fine.
"——When one is committed to constant reflection and tempering of his ideals, we are willing to serve as his forge. The bumps in this road, whether mine or yours... We will cross them together with our operators."
I hope you all appreciate this quote from Theresa.

Promotion Record

"Dad, where are you going?"
"I have to find something."
"Dad... don't go! I don't want to lose you, Dad!"
"Want to see me? Then catch me!"
"But I... How can I...?"
"If you can't, then you're not my daughter. You must be strong!"

Too selfish, father.
But I can.
In fact, I'll do it better than you ever could. I train harder than you. I'll be stronger than you.

Voice Lines

Appointed as Assistant Doctor, where are you going? Shouldn't you be working? Lunch? Well then, I'm coming along. There's a few things I want to buy, and I can protect you too.
Talk 1 Sorry, Doctor, Rhodes Island is just a part-time job for me. I have to study hard to make sure I have a nice, normal future ahead of me. I am committed to keeping in touch with everyday society.
Talk 2 I color coded all the documents to be sent out, the backups have already been delivered, your schedule is right here. I bought your late night snack and put it in the refrigerator. Don't forget to heat it up. And last, oh, do you need me to change the light bulb in your office for you?
Talk 3 Did I ever tell you about my other job? No? Well, I won't. Don't look at me like that, Doctor. There's just not much to say. If my other office worked a tenth as hard as Rhodes Island does, they'd monopolize Lungmen's entire investigations industry.
Talk after Promotion 1 You wonder where I learned martial arts? Well, I have my nasty old dad and his weird education to thank for that. Not that I resent kung fu. A hero must uphold justice. Martial arts are a part of me.
Talk after Promotion 2 Just like the human heart, martial arts have yin and yang, right and wrong. To right those wrongs, to defeat evil, to counter bad kung fu, these are all second nature to me. The world is dark, and someone must stand for justice.
Talk after Trust Increase 1 You think you just saw me? In downtown Lungmen? That may have been me. I just finished class. Hm? You saw me beat down some thugs who were harassing a passerby? And then slipped away before the police arrived? Must have been someone else. Heh heh. Definitely. That's enough about that.
Talk after Trust Increase 2 My rotten dad said he had to go find the true meaning of kung fu. I still don't know where he is. Please! What year does he think it is? Find some common sense and learn some responsibility before you get yourself killed. But at least I haven't forgotten what he taught me: "Martial arts have martial virtue, humans have human kindness."
Talk after Trust Increase 3 Doctor, did any mail come for me? It did? Great. These are my grades... my very important grades! It's been straight A's for me, so far. If I don't work hard enough, I'll end up regretting all the things I wasn't strong enough to do.
Idle Falling asleep at a time like this... Oh well, I'll just finish your work for you.
Onboard Is this Rhodes Island? Nice to meet you. I'm Waai Fu, your new part-timer. Please don't go easy on me. I can handle anything you ask of me.
Watching Battle Record If I can fight like this here, I can definitely knock them out.
Promotion 1 Thank you very much. I won't let you down, Doctor.
Promotion 2 I often witness injustices in my life. If I ever find myself unable to stop them, I reflect on the moment, and force myself to get stronger. So, if ever you need me, don't hesitate to say so. I'll be there, with all my strength!
Added to Squad Is there evil to fight?
Appointed as Squad Leader I don't have much experience, but I won't turn down the responsibility.
Depart Fight evil with the fist of justice!
Begin Operation Like cutting weeds and pulling roots!
Selecting Operator 1 Here!
Selecting Operator 2 Ready!
Deployment 1 No other choice.
Deployment 2 Absolutely!
In Battle 1 You have turned your backs on society!
In Battle 2 Pick on someone your own size!
In Battle 3 Behold, the power of the Song Do Bart Cham style!
In Battle 4 The mind directs, the fist executes!
4-star Result Foul intentions lead a foul life. Repent now. There is still time.
3-star Result A strong will conquers all.
Sub 3-star Result That was not enough. I need to train more.
Operation Failure Father... I'm still... not strong enough.
Assigned to Facility At least it's better than some old, messy detective agency.
Tap An ambush...?! Doctor, don't sneak up on me like that. You'll end up in Medical.
Trust Tap You want to go for a walk? I'll go with you. You'll be safe with me.
