Is having both Grizzly and Gr-Mk23 in a RF+HG echelon too overkill? If so what HG would you recommend I replace and with what HG.

I'd say it would be more worthwhile to increase the RoF, as PPK has 32%tiles+dmg instead of the optimal 30%tiles+25%skill of M950A(Calico). I would give SVD the RoF buffs instead because giving more to WA would be overkill. Ideally you want RoF capped for both WA2000 and SVD before increasing damage (outside of Grizzly)
Hi! I run this team comp as my main echelon so I can give you some advice. Screenshot of the team comp will be provided as well.
- Replace Grizzly and Gr-Mk23 with HGs that gives you increased RoF tile buffs. PPK might as well be a must have because she is cheap to level due to being a 2 star and she gives out 32% increased RoF on her tile buffs as well as 16% Crit Rate. If you have Five-Seven use her, otherwise Stechkin is a good alternative. For the last HG spot either Welrod/Makarov or Calico/Astra would work well, it's just a matter of which would you rather have: Accuracy debuff on enemies (Welrod/Makarov) or more RoF (Calico/Astra). Personally I think the Accuracy debuff on enemies is a better pick because it makes kiting much easier but both are good.
- WA2000 should be your primary DPS over SVD because it is much easier to hit/get close to the RoF cap with a 75% RoF increase rather than 65%. That being said stack ALL of your RoF tile buffs on WA2000 and you will see her fire shots as fast as (or faster than) ARs except she hits harder because of crits.
