Deploy three Dummy Echelons.
Move the Bottom Dummy Echelon left one node, then the middle Dummy Echelon down one node and then move your top Dummy Echelon left two nodes.

Deploy another Dummy Echelon on the Heavy Heliport and move it to the left one node.
There is a small chance that the Game breaks and the M16 shown below doesn't get defeated by the other one, from turn 1 to turn 2. If that happens you sadly have to restart the Mission.
But you told me there is nothing that can break your Chapter 13 Guides...

- right one node then down one node and then back up one node, left one node and up three nodes.
- down one node then right one node and then back left one node and up four nodes.

Move your Dummy Echelon left two nodes, up one node, right one node switching with M16.

Move your Dummy Echelon left one node picking up M16, then down one node.
End your turn.
Turn 9

Move your bottom-left Dummy Echelon right two nodes, down one node and then right one node.
End your turn.
Turn 10

Move the top right Dummy Echelon that’s carrying M16 right two nodes, down two nodes, left one node, up one node and then left one node onto the Heavy Heliport.
