Sages' Secret Scheme: Apostle Council

A Spell Card of Kasen Ibaraki, who has almost reached the end (a Touhou LW original). She uses an attack that's been hidden from the world. It seems Yukari Yakumo and Okina Matara sometimes converse with Kasen. They supposedly share complicated and secret information with her, but no one knows exactly what. Although... one of the tengu might know.
