Botzu's Quick Evaluation

+ A Spreadshooter Sniper that deals some of the highest physical AOE damage in the game
+ Great flexibility with skill use since they use ammo instead of skill durations. This allows ALL Skill attacks to get utilized (none are wasted by lacking enemies in range) and a more controllable cycle because of manual deactivation.
+ Talent 1: Great for herself, and good when paired with other Snipers that use ammo as theres a chance that the ammo doesn't get consumed on attack
+ S1: A decent fast-charging consistent DPS skill
+ S2: decent damage and can be activated quickly after deploy. When fully charged this skill has great uptime and lasts for a very long time. great AOE crowd control with enemy movement slowing and DEF debuffing.
+ S3: Her best Skill. Pretty much does anything that S1 or S2 can do, and does it better. Provides massive AOE damage, increased range and the best version of her slowing and DEF decreasing effects.
- Typical Archetypal drawbacks of high DP Cost and slow ASPD

Operator Overview

"Ch'en, back from holiday in Dossoles. I've got quite a few reports to write about the holiday, so I just stopped by to say hello, Doctor. Call me if you're going on a mission, the holiday is over and it's business as usual."

Ch’en has a tendency to get too obsessed with her work, and as such her boss, Lady Fumizuki, ordered her to go on vacation to Dossoles. On the one hand, Ch’en put on a swimsuit and got some much-needed distance from her problems back in Lungmen. On the other hand, Ch’en also got embroiled in local riots and killed a bunch of people with a squirt gun. Now she is Ch’en the Holungday, a summer Alter version of Ch’en. As a 6* Spreadshooter Sniper, she fights by slowing movement speed, debuffing DEF, and dealing downright unlawful levels of Physical damage to enemies. You can lead a dragon to a vacation, but you can’t make it relax.

Ch’en the Holungday (or Chalter, as she is sometimes called) is a Spreadshooter Sniper, so she has a very short attack range and slow ASPD. On the plus side, she hits all enemies within her range every time she attacks and she deals bonus damage to enemies in the row in front of her. She also has an Ammo system similar to that of Ash’s S2. When Chalter activates a Skill, she gains a certain amount of Ammo; the effects of the Skill will then trigger on her next attack and consume some of the Ammo. When Chalter runs out of Ammo, the Skill ends (though her Skills can also be manually deactivated at any time). Her E1 Talent, Frugality, gives her a chance not to consume Ammo, extending the number of times she can attack before her Skill ends… and at E2, the Talent’s effect expands to encompass other deployed Snipers with Ammo Skills as well (albeit with a lower activation chance). One of the greatest advantages of Ammo is the degree of control it gives the player over Skill duration. Ammo isn’t “wasted” when enemies aren’t present and it can be manually deactivated to control Skill cycling, and you can be sure that Chalter puts this mechanic to full use.

So what can Chalter do with her Ammo? First there’s her S1, High Pressure Splash, an [Attacking Enemy] Skill that increases Chalter’s ATK for the duration and applies her Trait’s bonus damage to all enemies within her range. Then there’s her S2, “Night of Violet,” which causes her attacks to leave a corrosive puddle on the ground that Slows enemies and reduces their DEF by a flat amount. (This Skill can be Overcharged like Carnelian’s Skills to greatly increase the amount of Ammo it generates upon usage.)

But let’s be honest: there’s really no point in using either of these Skills, since her S3 combines  all the same effects and makes them even stronger. “Holiday Storm,” Chalter’s S3, increases Chalter’s ATK, applies her Trait’s bonus damage to all targets, Slows enemies, and reduces their DEF… while also increasing her attack range and causing her attacks to hit twice. “Holiday Storm” generates 32 Ammo and consumes 2 Ammo per shot (since Chalter is attacking twice,) so it lasts for 16 attacks… or even longer, if Chalter’s Talent triggers a few times along the way.

In most cases, there is some drawback to an Operator with this much firepower. Mudrock can’t be healed by allies; Surtr’s S3 inevitably kills her; SilverAsh’s S3 has a long cooldown. Chalter, on the other hand, is above such petty considerations as “drawbacks” or “balance.” “Holiday Storm” has a reasonably short cooldown, doesn’t waste shots if there are no enemies in her range, can be manually deactivated if desired, and has no disadvantages when used. In return, it absolutely obliterates enemies down to the last atom. Yes, there are some small limitations to Chalter’s power—her high DP cost comes to mind, as does the limited Spreadshooter Sniper attack range—but in her role of dealing AoE Physical damage, Ch’en the Holungday is without peer.

Newbie Tier List Explanation

Even though her S3 is the meta-defining skill that gets the most attention, her S1 and S2 aren't bad either, and will be a strong DPS option for early-mid game rosters. Newer players may struggle with her high DP cost until they learn and develop the DP generation game, and her short range can make her more difficult to deploy well. Her ammo mechanic can be very new player friendly since Skill attacks are fully utilized and not wasted due to activation mistimings or enemy gaps during a duration. She should be one of the first (probably the first) Operators E2d.

Skill Discussion

Skill
Mastery
Story
Advanced
S3M3 S++ S+++

I've said many times in the lead up that Ch’alter's S3M3 overtakes TSS as the most important mastery in the game, but I'll slide back on that ever so slightly. To be clear, Ch'alter's S3M3 is the most powerful skill in the game (or at least tied with Surtr S3), and that alone means it is the highest of priorities for anyone who wants to make maximal use of her. For Advanced players, I would say it is still more important since every second of charge time and initial sp matters! If there's any meta criticism at all of Ch'alter though, it's that the gains on M3 itself are juuuuust a touch unimpressive for the cost which I suppose gives the edge back to TSS for Story players.

However that's all a pedantic argument in a game where 'best' doesn't really matter. It's in the highest tier of importance still no matter how you nitpick at it.

Her other skills aren't really worth considering. Her S2 is a good skill on its own, but there's almost never any reason to consider it over S3.

Profile

Ch'en, former Lungmen superintendent and former head of the L.G.D.'s Special Inspection Unit, graduated from the Victorian Royal Guard Academy with superb marks and outstanding achievements. During her time with the Department, she cracked down on crime, fought violent offenders, tracked down armed fugitives, and brought down international criminals.
Having resigned from the L.G.D., she is now officially a member of Rhodes Island. In accordance with her wishes, she is mainly assigned to provide field operators adequate support and on-location guidance.

Clinical Analysis

Increase Trust to 25.
Imaging tests show the indistinct outlines of internal organs, obscured by abnormal shadows. Originium granules detected in the circulatory system. The subject is confirmed to be infected with Oripathy.

[Cell-Originium Assimilation] 4%
Small amounts of Originium crystals have begun to appear on Operator Ch'en's body.

[Blood Originium-Crystal Density] 0.18u/L
Although Ch'en contracted Oripathy relatively early and has not received adequate treatment, thanks to her newly-formed extremely methodical lifestyle habits, Oripathy does not seem to have a significant impact on her health.

I was wondering what's the big deal when they told me Lungmen confiscated Ch'en's physical report. Turns out it was no big deal at all. Lame.
—Medic Operator Warfarin

Archive File 1

Increase Trust to 50.
Ch'en really caught everyone by surprise when she came back from her holiday with that special gun of hers.
What's even more of a surprise is how, after that, she's been showing up at the sniper operators' training grounds. Goes to show how serious she is.
The reason she chose to do this isn't anything that complicated either. She is trying to improve in a different area.
In principle, Rhodes Island asks its operators to work on their existing talents first. However, we certainly are not against someone like Ch'en trying to explore her own potential when she has already mastered her first skillset.
That said, there was a little interlude to our weapon tuning process for Ch'en.
Per her personal account, the firearm that Tequila provided for her in Dossoles is geared for mid-range firing. In Laterano, it would be classified as an assault rifle. Her time with the firearm in Dossoles has convinced her that this attack style does not suit her. So, after a week of fiddling and watching our operators from Laterano use their firearms, she came up with this idea—She will use a shotgun for close quarters combat and explosives for mid- and long-range attacks.
I have to say, in a way, it's just like Ch'en to choose such a combat style. Compared to the swordsmanship that she is used to, this method of combat is even cruder. In addition, although Ch'en has a solid foundation, compared to other Sniper operators, her shooting can hardly be called exemplary. As a result, her Combat Skill evaluation on her exams has taken a slight hit. Ch'en doesn't mind, however. After all, she likely chose this weapon because she wanted a more effective way of fighting. Besides, in the words of one of the instructors who supervised her exam:
'It feels bad knowing she's actually much stronger without her gun.'

Thanks to the events that transpired at Chernobog, Ch'en, then a Lungmen police officer, has managed to leave everyone at Rhodes Island a fairly strong impression. Not only was she a core participant in the incident, but she was also intimately connected to Talulah. This is why most operators had a hard time figuring out how to approach her when she formally joined.
Ch'en certainly seems to be well aware of this herself, though she did not attempt to rectify it in anyway, at least not when she first came on board. More accurately, she didn't think there was anything about her that needed changing. After all, she was always put in charge of the missions she was assigned naturally, and she always did a great job there, too. Besides, given that she requested to be mainly assigned to field operations—she joined Rhodes Island because she wanted to follow us and see the world, after all—this didn't pose much of a problem.
Nonetheless, most operators agree that Ch'en has changed since she came back from Dossoles. This change is hard to describe; it's not a change in personality or style. It's just that, on the whole, Ch'en seems to be a little easier to get along with now.

[Classified Log]
Doctor, I have a favor I would like to ask.
Because of my responsibilities, I can't visit Rhodes Island often, and you are a very dependable person, so you are the only one whom I can turn to.
It's actually very simple, but the reason behind it is a little complicated, so I am afraid this letter is going to be a long one.
I am certain that you already know about her trip to Dossoles. Thanks to Bolívar's unique circumstances and the political might of the city's mayor, Miss Candela Sanchez, Dossoles has become a truly unique city that stands out from its peers across the world.
I'm certain you've noticed this yourself, but after her holiday there, Ch'en has clearly changed
It's been over half a year since everything that went down in Chernobog, and her trip has lasted almost just as long. I'm guessing that, during her journey with Rhodes Island, she's probably come to truly understand that she can't realize the objective she once had all by herself. But what of it? My guess is that she knew this in her heart before that as well. The only difference is that she probably didn't think the world was so terrible.
It was her time in Dossoles that really opened her eyes.
Ch'en has of course seen some bad things, but things can only get so bad in Lungmen when Chief Wei runs the place. Dossoles showed her that things can get much worse than she ever imagined. She found out for herself that this isn't something she can do much about.
What can she do, then?
Doctor, here's a sentence that I once read in a book, and it's fairly interesting: 'When the environment we live in leaves much to be desired, how could we say that we ourselves are good?'
I'm not saying Ch'en had the wrong idea or was going about it the wrong way. She was right, but the world isn't nearly as beautiful a place as she thought.
I'm not saying I want her to be like me either. As a matter of fact, I don't want her to be like me, but at the very least, I want her to at least understand that tactfulness is not the same thing as maturity, and that the turmoils of this world do not mean that everything is so harsh. She's not afraid of the shadows, but if everything is really so clear cut that they are either out in the light or in the shadows, then most people wouldn't be so afraid. A swamp that you can't pluck yourself out of is far scarier than a cliff from which you can't see the bottom.
Ch'en will need to take that step, and, to her credit, she did try to take that step this time. She consulted me on quite a few things, and I told her a few things about how I handle and view this city.
I could tell she was pondering whether it was right to take that step, but she took it nonetheless.
By now, I'm sure you can already tell what it is that I'm asking of you.
When an idealist finds out the world may not be so black and white, when they decide to try to understand that dark side of humans in more detail, to face some kind of fundamental problem, can they really change their mindset right away? No, they might instead lose sight of themselves. The more resolute a person is, the harder they fall sometimes.
This could be the only time when Ch'en's bluntness works against her.
At the very least, it could keep her doubting herself and question the way she did things for a very long time. You might even have already heard her mention how there isn't an answer to anything. I am sure you are aware that this is her hesitancy speaking, not her resolve. The contradiction between procedural justice and actual justice will forever torment her. No one can help her find the answer to this question, but, at the very least, we can keep her from straying off the right path.
I ask you this sincerely. Please help her before that actually happens.

Given that Ch'en was on vacation, there was no need for her to report to anyone the events that transpired in Dossoles. Yet, as soon as she returned to Rhodes Island, she spent a week writing a long, detailed report.
Her report contained a detailed summary of her time in Dossoles, including her participation in the competition, her defusal of the crisis that emerged, as well as the assistance she provided the local police during her short stay and the lectures that she, Hoshiguma, and Swire held for the local officers to teach them how to better solve their cases. You will know everything you need to know about her trip to Dossoles as soon as you read this report.
But that's not all.
Ch'en also completed an excellent write-up on Bolívar and Dossoles, thanks to the many conversations she had with the locals about Bolívar, the three governments, and Dossoles as she worked her cases. This was no doubt helped by the fact she also kept herself well read on Bolívar's history, both during her time in Dossoles and after her return to Rhodes Island.
Testament to her education at the Victorian Royal Guard Academy, not only was this an excellent, comprehensive write-up, her observation of their core problems was insightful and eye-opening. However, through this write-up, we can also tell that, the detailed research Ch'en has done has only given her even greater doubts about all the phenomena that this country and city represent. It is also apparent that she arrived at some conclusions prematurely. This perhaps has to do with that change in her mindset.
Although her answer is definitely not entirely mature, that does not mean Ch'en herself is immature. Everyone has a path that they must walk. Some choose to give up before they reach the end, but Ch'en evidently is not one such person. This article is not a conclusion that she arrived at. Rather, it represents her musings, and she wishes to share her thoughts with Rhodes Island, whom she acknowledges, to work on this problem together. We at Rhodes Island are glad to see Ch'en place her trust in us, and we are glad to cooperate with her.

Appointed as Assistant You're not the type to sit around the office. It's easier to guard you if I dress more casually.
Talk 1 I won't doubt Rhodes Island anymore. Your cause, Amiya and Dr. Kal'tsit, and all the other operators here are worthy of my respect.
Talk 2 The way operators are supposed to see things and deal with problems is nothing I've known before. It'll take some time to get used to this.
Talk 3 I heard from Amiya what you went through in Siesta. Sounds like you had a tough holiday. What about me? It was terrible. Maybe not terrible. That's all I can say.
Talk after Promotion 1 My roots are in Lungmen. That will never change. The world I knew there will stay with me wheresoever I go.
Talk after Promotion 2 When I left Lungmen, I thought there was an answer to find, but now I get it. There's no such thing as answers, only actions and results.
Talk after Trust Increase 1 Doctor, it's been a while since I left Lungmen and came on board as a Rhodes Island operator. It's about time you treat me as an operator too. It's hard for me to do anything if you are always on your toes around me.
Talk after Trust Increase 2 I've got a lot of people relying on me, and I used to take that trust for granted. It may be harder than ten sets of advanced training every day, but I'll be sure to not betray that trust.
Talk after Trust Increase 3 The events in Chernobog and my experiences in Dossoles both proved one thing—Whether fighting or saving, I must first understand my target. I need to broaden my horizons and open my eyes, Doctor.
Idle Asleep again... You've done a lot of work already, so I'll let you have ten minutes.
Onboard Ch'en, reporting back in from my holiday in Dossoles. I have a lot of reports to write about my trip, so I'm just passing by to say hello, Doctor. Let me know if you've got something. Now that the holiday's over, everything's back to normal.
