Clear Steps
Do not be alarmed by the 84k CE on the Patroller, there are a few tricks up our sleeve to defeat it. Or rather, one trick, in the form of the Bomb at the center of the Map. A Taunt of Twin Fairy to suck up some damage from the Patroller's escorts is encouraged, along with an RF/HG Echelon for best results. The Patroller does have some force shield, but not enough to require a HOC, so this only serves to elongate the battle.
Turn 1

Deploy a Dummy Echelon on the Command Post, and the Combat Echelon on the right Heliport. Move the Combat Echelon to the right three nodes, then down-right one node onto the Bomb.
Pick up the Bomb.

Move the Echelon with the Bomb back up one node. End your turn.
Turn 2
2.1
Move your Echelon down two nodes, throw the Bomb at the Patroller. This will make killing it much easier.
After throwing the bomb, fight the Patroller for the win.
