Rath has good res with the super boon, and decent defence, so this set makes the best of that by making him a enemy phase tank. With the guard bow and close defence, he can easily tank mages, dragons and lance users.
Reinhardt in particular is hard countered by this set.
This set mainly struggles with tanky red and green units like Sutr or Iduun, while killing mages really effectively, outside of ones like Sophia.
