The most important stats to have on Celine is the end game DPS gold standard, 4k attack, 100% crit chance (as close as possible), and 300 Crit damage.
For newer players, this should be a reachable goal with the free attack and destruction set gear that the game gives out with adventurer's path and Hunt 11 gear.
For players who have access to lv90 gear and want to spice up their Celine, switching to speed for the main set and speed main stat boots, with any additional stats going towards HP% and flat DEF.
In any case, immunity as a secondary set is almost mandatory to protect Celine against any debuff hazards.
Skillups
For a basic build, only +5 for S2 is needed as her only job is to one shot a DPS with S2.
For more end game bruiser builds, it is recommended to slowly work towards +15 with a priority in -1 cooldown in S3.
Artifacts
Secret Art - Sword Storm - is the BiS for a basic build as it gives her easy access to attack buff for doing her main job.
Portrait of the Saviors / Symbol of Unity - are good budget options to boost her damage in a basic build.
Moonlight Dreamblade - is a strong hybrid defensive/offensive option for an end game build.

Analysis
Overview
Celine is a 5* Earth Thief that was designed as an anti-cleave counter pick that went largely underused and under picked for a long time. The release of her exclusive equipment gave her enough consistency to propel her into popularity and ultimately cementing her as a staple DPS in all PvP content picked not only against cleave comps but also comps that rely on a buffing initiator as it allows her to snipe an enemy hero with her S2, Instinct.
Strengths
Special Extra Attack
Celine’s S2, Instinct, attacks an enemy hero when a non attack skill is used by an enemy. With the introduction of her EE, it can be enhanced to specifically target the highest attack character on the enemy team, letting her consistently one shot the main DPS on a cleave team. The fact that Instinct ignores damage sharing effects like Aurius makes her a viable pick against slower bruiser compositions as well giving her the flexibility to also be a power pick against certain SSB and Landy comps.
Perfect S3 for a Bruiser
Not only does it pack a punch, Celine’s S3 comes with a full self cleanse, a 2 turn evasion buff, and healing based on damage dealt. This combination allows her to not only shrug off previous damage and debuffs, but also gives her relative safety with the evasion for 2 turns.
Great Base Stats for her Role
She has one of the highest base attacks to help her one shot DPS heroes as an anti-cleaver. With more investment, she can be built as a bruiser with very solid base speed and HP. The only thing holding her back is her lackluster base defense but that’s nothing Aurius and some buffs can’t fix.

With the rise in her popularity, players are figuring out ways to run a secondary DPS with explicitly higher attack than the main DPS to bait the Celine, usually an Arbiter Vildred so they can take the hit, revive, and clap back.
Weak Against Comps without DPS
Celine’s main strength comes from her damage and her ability to snipe out a high attack target when enemies buff up. However, against tank comps who can easily withstand her damage and control comps that don’t buff up and can sufficiently control her, she can quickly become a liability.
Low Base DEF
Scorpio thieves have some of the lowest base defense in the game. This not only makes her susceptible to chip damage when evading, it also provides a challenge for players attempting to give her a high end build since she will scale better with flat defense rather than DEF %, counterproductive to gear most players would already have.
