PvP
Between his Silence and his Soul destruction, Assassin Cidd is very much a PvP-focused hero. On Offense, Assassin Cidd will be able to shut down key targets for one turn if they are not guarded by Immunity. On Defense, he will be able to remove 20 Souls from the attacking team.
Gear
This build takes advantage of Assassin Cidd’s incredible Speed to swiftly disrupt opponents. Since Speed also increases his DPS, we back up his Speed substats with Crit Chance, Crit Damage, and maybe some Atk% and Effectiveness to sweeten the deal.
Considering all the benefits of Speed for Assassin Cidd, a Speed set is a must. Immunity as a second set will help him bypass debuffs if he gets outsped. However, if your Assassin Cidd has gotten fast enough that he's almost always acting before the enemy (and thereby losing his Immunity before they act), consider a Hit set so his debuffs can be a little more accurate.
Artifacts
Because Assassin Cidd lives and dies by his evasion, it's crucial that he equip an Evasion-focused Artifact. Of the three that Thieves can use, the most reliable option is the Moonlight Dreamblade, which gives him passive evasion all the time.
However, in Assassin Cidd's case, there's a convincing argument for giving him Violet Talisman as well. Violet Talisman stacks Attack and Evasion on its hero for three turns in a row. Since Assassin Cidd is so fast and can CR-push himself as well, you may be able to get two or three turns up on the Talisman before your enemies are able to touch you through the S3 evasion buff. It's very risky, but it will result in more damage, especially since Moonlight Dreamblade's Attack buff and the Attack buff from Assassin Cidd's S2 passive don't stack, while Violet Talisman does.
(Don't use Shepherds of Chaos on Assassin Cidd. He'll never survive enough hits to run the evasion bonus up to an appreciable level.)

Team

On Defense, removing Souls from the enemy reduces their ability to reliably cleave your entire team in one turn. This allows for a very strong "second turn team" investment.
Assassin Cidd has great synergy with Basar. Basar is able to remove all buffs from the enemy, allowing Assassin Cidd to pick which target he wishes to shut down. Martial Artist Ken is also a great choice, being a self-sustaining bruiser; enemies will want to Soulburn to burst him down, but Assassin Cidd makes that difficult. Ruele of Light or Maid Chloe can hold the final team slot, using their revival as a safety net in case Assassin Cidd goes down to bad RNG.

An evasive team that can be used for GvG. This team requires Moonlight Dreamblade on at least two of the three Thief heroes presented above.
This team focuses on an RNG-heavy evasive playstyle. Assassin Cartuja provides an additional 15% evasion to his teammates, while the multiple Moonlight Dreamblades will provide Attack buffs when the holders evade a skill. Assassin Cidd, Violet, and Mirsa all have passive evasion buffs as well, making every member extremely frustrating to kill.

Analysis
Overview
Assassin Cidd's buffs in October 2019 were a big deal. They made him the first hero ever to receive a mechanic that exclusively affects Offense teams: his S3, which now destroys up to 20 Souls for the enemy team. This heavily denies Soulburns and removes a primary advantage of Arena/ GW Offense teams. Soul Destruction is becoming a more common mechanic in 2020, but Assassin Cidd is still a primary source of it for those lucky enough to pull him.
In addition, Assassin Cidd has become one slippery bastard, with an evasion buff on his S3 (which his A.I. uses at the beginning of every encounter) and much better synergy with existing Thief Artifacts such as Violet’s Talisman and Moonlight Dreamblade.
All things considered, Assassin Cidd is much improved as a hero overall, with Soul destruction, better team synergy, and much better survivability. He fills a unique niche on Defense teams, and we are likely to see him a lot going forward.
Strengths
High Base Speed
Assassin Cidd is an agile opener with a base speed of 128. He shares the second highest base Speed in Epic Seven with Celeste (Kayron currently holds the highest base speed of 129). Especially since Assassin Cidd wants to build Speed to maximize his damage, this makes him one of the fastest openers in the game.
Utility-Loaded S3
After his buff, Assassin Cidd's S3 has become absolutely packed with utility. His S3 serves a disruptive role (inflicting Silence and CR-reduction), a protective role (giving Assassin Cidd an evasion buff), and a rare Soulburn denial effect (more on that in a moment). His S3 also deals a fair amount of damage, between its high damage multiplier and Speed-based scaling.
Remove Opponent’s Souls
In addition to everything else it does, Assassin Cidd's S3 has the rare and potent effect of removing 20 Souls (the exact amount granted by a max-level Tagehel's Ancient Book) from the enemy team. There are several extremely meta heroes like Tywin and Basar who are very dependent on Soulburns to be effective. A fast Assassin Cidd on Defense can destroy the enemy's Souls right at the start of the battle, crippling the strategies of these meta heroes and their teams.
Defense Break on S1
It's great when a hero has a debuff as valuable as Defense Break on their S1. It can't be Silenced, it can't go on cooldown, and it can trigger off random Dual Attacks or counterattacks, making it very spammable. Considering his high Speed, Assassin Cidd gets a lot of chances to spam his S1, greatly increasing his team's DPS every time he lands a successful Defense Break.
Passive Attack + CR Buff
Assassin Cidd’s passive grants him an Attack buff and 25% CR bonus when anyone on the field, enemy or ally, dies. Paired with Assassin Cidd's high base Speed, this self-CR-push gives him a lot of extra turns, and the extra Attack buffs don't hurt either.
Weaknesses
Weak to Immunity Set
Immunity sets are very common in high-end PvP, and unfortunately, they make it impossible for Assassin Cidd to disable an enemy in his first turn with his Silence + CR-delay combo. Assassin Cidd will still be able to remove 20 Souls when using his S3, but he will not be able to silence and CR reduce his target if they are safeguarded with immunity.
In addition, since Assassin Cidd is so blindingly fast and needs to build as much Speed as possible to maximize his damage, it is very difficult to position a dispeller like Basar or Alencia to move before him and clear Immunity sets so he can disable safely.
Easy To Bait
Assassin Cidd is Dark-elemental, and he is primarily used on PvP Defense. Savvy opponents will simply bait his S3 using a Light-element hero. Assassin Cidd's A.I. will always target a Light-element hero before other targets. Drawing Assassin Cidd's fire onto a tanky Maid Chloe or Ruele of Light equipped with an Immunity set at the start of the battle basically removes him as a threat.
Fragile
To make up for his agile Speed, Assassin Cidd’s base Health and Defense are atrociously low. He relies entirely on the evasion buff from his S3 to stay alive. However, if the RNG doesn't trigger his evasion reliably or if his buff gets stripped off, Assassin Cidd will most likely be one-shotted.
