Buff Helga from Hell
PvE
This Helga solves the DPS's dilemma of high speed reduces DPS due to buff running out. Simply put, this Helga will use S2 to extend all sorts of buffs on her, allowing better tanking and damage. She simply needs similar speed as the other supports for a frequent turn, and balanced stat emphasized attack and crit damage.
The idea is simple. just about any 2 turn buff becomes 4 turn buff on Helga due to her S2, and most 2 turn buffs have a cooldown of 3~4, so the supports can reapply the buffs before it runs out on Helga. This means that the buffs are near-permanent. With the boosted stat, Helga can survive a decent bit of enemy attacks, and fight back with a strong critical hit.
The best part of this build is how versatile Helga is. She can be DPS who brings her own permanent attack and effective buff, as well as def break. She can aid other debuffers to do their job. For PvP, she can provide an effective buff to allies to bypass enemy's high resist stat, and if the team has defensive buffer like Krau or Elena, Helga can extend it on her next turn to transition as a buff bruiser.
If there is a need to be more cheesy, heroes such as Rikoris and Dingo, or artifacts such as Prophetic Candlestick can provide a turn cooldown reduction so that Helga can extend buffs much longer than intended.
The thing to note is that her passive crit buff requires 100% HP, but she does not have any way to gain shield herself other than shielding artifacts. So it is safe and easier to assume this passive does not exist.
For end game build, having high resistance can prevent dispels, preventing enemies from countering Helga.

Analysis
Overview
Helga, who had the potential to be a buff hoarding DPS that can become a bruiser with the right buffs, received a Speciality Change.
She was popular as a low budget speed imprint booster as well as a team attack buffer before her Speciality Change, and her SC enhances that even more, turning her into a sweep team Hero. But she is also useful in long term fights, has alternative options in initial strategy, and able to benefit from the player's creativity.
Strengths
Self-sufficient DPS
Helga is not the strongest DPS, such as Cidd. But she can be if the DPS heroes are alone. Helga can supply herself with an attack buff and defense break. These two are all that DPS ever needed, and with the SC she now has an effectiveness buff that removes the need of effective stat, allowing a pure DPS build. Speaking of which, if she was full Health right before her turn started, she even gets a crit buff, removing the need to build a high critical rate. She has everything the DPS needs, except for the target debuff and critical damage buff.
Speed Imprint as a buffer
Turn grabber will get an 8-speed buff just for having Helga in the team. on top of that, Helga will supply the team attack and effectiveness buff, allowing all sorts of debuffs and nukes to follow through to end the match.
Frequent Defense Break
With the Speciality Change, Helga's S2 now has a defense break as well. Against many targets, Helga can be used as a Luna-like nuker that has a chance of defense break as follow up. The best part is that both S1 and S2 have a higher chance than others for a 2 turn defense break, allowing a better window to do damage.
Expend Buffs on Caster, usually by twice
Helga can extend any buffs by a turn using her S2 that has a two-turn cooldown. This means that on the basis she uses her S2 whenever available, she can extend any 2 turn buffs to 4 turns as presented: 2 turns, 2 turns, 1 turn, 1turn. This allows Helga to raise her low stats through buffs, and it can easily be permanent buffs by having supporters with high speed. In extreme cases, the artifact Prophetic Candlestick can allow the use of S2 every turn for true permanent buffs.
Weaknesses
Gaps in doing damage
Simply put, she has the same problem another Axe palette Hero, Enott. Helga's S3 takes up a turn.
Low stats
As usual for the 3-star Heroes, Helga has a slightly below average attack of 1150 even with the Speciality Change increase, with low defense. It is very hard for Helga to be a bruiser, and her nuking isn't as good as her DPS due to the innate low attack.
Wasted potentials
She has a turn, likely the very first, not doing damage when she is likely built as a DPS. Her crit buff is only at full Health and lasts only a turn. Usually, Helga can grab the first turn for this buff, but she will also use her S3, wasting the buff. Since her S3 does not have any sort of CR boost or a turn, by the time she is ready to use her S2, the enemies will likely have attacked Helga. To make it worse, even if Helga gains 100% Health due to Regen buff, the crit buff will not occur. Her defense break is in the end RNG, not 100% proc chance. Overall Helga has a chance of being strong, but in reality, it is likely to not crit and not do damage or debuff the foe.
Requires Critical Strike to Extend Buffs
Earth type will likely fail to crit against Fire foes, and there are many foes with blind and such accuracy modifiers.
