Overview
SV-98, while retaining decent stats, suffer overall due to her Skill. Her statbase is quite good when compared to other units of her rarity due to her high RoF and a comparatively higher Damage stat. Like most RFs of her rarity, however, she suffers from not having a self-buff Skill, and instead an Aimed Shot. This limits her DPS immensely, and as the Skill only has a 3 star damage multiplier, it doesn’t perform very well. Considering SV-98 is a 3 star, however, her stats and ease of Dummy Linking are enough to warrant her use in the early game. In any later content, though, SV-98 shows extremely mediocre performance.

The recommended equipment for SV-98 does not change. While her MOD III unlocks her SPEQ Cape, it is not essential as it is only slightly better than a standard 5* cape. The two can effectively be used interchangeably.
Overview
SV-98 before being upgraded, suffered the fate of many rifles - Interdiction Shots. These single target, low multiplier nuke shots are seldom sufficient in late game progression. When given her skill 2 after MOD II, her already unfortunate fate is double down on. Her passive gives her a reasonable boost to accuracy and rate of fire when she is still for three or more seconds, but it also gives a boost to the Interdiction Shot, which resets the "still" timer on the skill. This boost means her skill 1 Interdiction Shot effectively does 6.6x damage to a single enemy. While it seems useful, she is outclassed by the likes of a plethora of other rifles.
Strengths
Relatively Decent Stats
Compared to many other units less than or equal to her rarity, SV-98 has very good stats, featuring high RoF and decent Damage.
Weaknesses
Aimed Shot
SV-98’s skill is an Aimed Shot, which immediately makes her much worse than self-buff RFs.
Career Reward
As she is rewarded half levelled, new Commander can make use of her in their first RFHG only until they are rewarded Springfield from Career Rewards. As Springfield has better stats, a 4 star multiplier to her Charged shot, and is rewarded at a higher level than SV-98, her usability early on is very limited because of this.
Full Analysis
SV-98 -- due to her mediocre Skill -- doesn’t see much use in endgame HGRF Echelons.
The first quality to note about SV-98 is her above average stats, especially for her rarity. The 2 and 3 star RFs, even compared to other classes, have very poorly distributed stats, with most of them having low Damage, RoF, or both. SV-98, however, has better than average stats, with an Rof of 37, which is high even for RFs of higher rarities, and a Damage stat of 122, which, while it is only average overall, is high for a 3 star RF. Thanks to these factors, SV-98’s pre-6 seconds DPS is actually on the higher side for RFs -- but this isn’t enough to mitigate her weaknesses.
The second quality to note is SV-98’s main problem, her Skill. SV-98’s version of the Aimed Shot Skill has a 5 second Initial Cooldown, shooting one target and dealing up to 550% of her Damage stat. The general issue with this Skill is that RFs, because of their high Damage stat and low RoF stat, tend to perform much worse against normal mobs compared to other offensive classes of units and therefore need self-buff Skills to help them shoot faster or deal more damage to OHKO. With Aimed Shot Skills, however, RFs cannot make up for this issue, forcing their DPS to be a lot lower than it would be otherwise. Another problem with the Aimed Shot Skill is the damage it deals. As previously mentioned, out of all RFs, SV-98’s Damage stat is only average, on top of the Skill having a lower multiplier due to her being a 3 star. Due to these two factors, SV-98’s Aimed Shot deals much less damage when compared to the higher rarity RFs’ Aimed Shots, and for this reason it isn’t fit for practical use.
Still, this doesn’t mean that SV-98 is useless. As mentioned before, SV-98 has very good stats for a 3 star, and in addition, her rarity means she can be leveled with little to no core expenditure -- which is a big advantage, considering how much of a commodity cores are in the early game. With these two elements combined, SV-98 becomes a very solid doll to level for a first HGRF Echelon when cores are scarce and better, higher rarity dolls may not be available. Even then, however, she gets completely outclassed by M14, who has better stats, a much better Skill, and is even easier to obtain, as she is given for free through a few avenues. Regardless, as a second option early on, SV-98 is a solid 3 star RF.
Strengths
It *is* an Upgrade...
SV-98's Neural Upgrade turns a very outclassed doll into nothing more than a slightly better, still very outclassed doll. It gives the reasonable boosts to her stats, and gives her a cape, in the event you do not already have plenty of Thermoptic Capes to go around the moon three times.
Weaknesses
Interdiction Shot + Poor Choice of Skill 2
SV-98's Skill 2 passive is decent, when the consideration that she is a bamboo rifle at heart. When the extra .6x damage is the only benefit of the Interdiction shot, it is disappointing.
Disappointing SPEQ
Her SPEQ, the Digital Camoflauge Cape, is just a regular 5* cape, with slightly better stats. Yes, those stats will increase her Skill, but that skill is generally useless against anything other than a single enemy fight - which there are few.

HGs With RoF Buffs - Even though SV-98 has an Aimed Shot skill, as her main usage is as DPS unit, HG with RoF buffs are used to maximize her overall DPS. Some HGs that provide RoF buffs are M590A, Stechkin, and PPK.

DPS RFs - When using SV-98 as a DPS RF, other DPS RFs are used with her in order to maximize the echelon’s damage output. Some examples are M14, SVD, and WA20000.

HGs With Damage Buffs - When using SV-98 for her Aimed Shot Skill, HGs with Damage buffs are used to maximize on the damage that her Skill deals. A few HGs that provide Damage buffs are Grizzly, SAA, and Mk23.

RFs With 10 Seconds Initial Cooldown Aimed Shot - The purpose of using Aimed Shot skills are to deal enough damage to a boss to either kill it in one shot or skip health-based triggers -- and if another unit with an Aimed Shot Skill with a longer cooldown is used, the second Aimed Shot can potentially be wasted. Some RFs that have a 10 second initial cooldown Aimed Shot skill are Mosin Nagant and Springfield.

SV-98 is best left on Position 7 as to avoid wasting her tile buff, regardless of whether she’s used for her Aimed Shot skill or as a DPS unit. Depending on whether the other RF needs the tile buffs of the third HG more than her said HG may be fielded on Position 8 or 2.
Team Options
As her Skill 2 buffs her Skill 1, and provides a Accuracy and RoF instead of introducing a new gimmick, her premod recommendations still apply. She is best fielded on Position 7 for the HG on Position 5 to take advantage of her tiles.
