PvP
Baal entire job is to use Cloud of Ruin on his first turn, where he clap claps the entire enemy team to sleep for his team to clean up. Thus, we will focus our build around doing this one job the best.
In terms of gear, players would ideally make him as fast as they can, utilizing a Speed set, and following with an Immunity set to make sure he doesn't start his turn with a blind.
As for each piece of gear, definitely make sure he has Speed for boots and Effectiveness in ring. As for necklace, it can be anything with a good speed and effectiveness substat, but ideally HP% so Baal can survive longer.
As for artifact, Cursed Compass is recommended since activating Cloud of Ruin on the first turn is Baal's most important job. If players feel confident about their Baal's Effectiveness, they can alternatively try Proof of Valor to try to make his AI Cheese proof, where attackers can't drop him below 60% HP with 1 turn.

Analysis
Overview
Sage Baal & Sezan is the premier PvP debuffer specializing as a defender against cleave teams and teams that require a lot of set up such as Iseria + Tamarinne, a common PvP team comp. His absolutely loaded Skill 2, Cloud of Ruin, dispels buffs and strips away previous setups while putting the entire enemy team to sleep. What's more, it also has a passive effect of increasing Combat Readiness at the end of an enemy's turn, allowing him to cut into opening buffs and CR push.
Strengths
PvP Anti-setup
Sage Baal can dispel buffs (including Immunity) from the enemy team, securing a better chance of inflicting Sleep and granting your team complete initiative on defense.
PvP Cut-in
Even in the case Sage Baal is out sped by the enemy initiator, his S2 passive will boost him for each turn the enemy takes, giving him an insurance even if he is slower.
Sleep Specialist
Aside from his S2, Sage Baal’s S1, Evil Spirit’s Call, can be enhanced to have a 75% chance of activating sleep on an enemy, giving him some semblance of usefulness after he has used S2.
Weaknesses
One Trick Pony
Despite Sage Baal being the strongest counter-setup debuffer, he has very little use outside of S2. His ult, Eye of Death will do very little damage due to the nature of the build and thus have no additional utility.
Counterable by Quick Damage
Baal AI can be tricked into using his S3 instead of his S2 when he is under 60% of his maximum HP. Players playing against him should always be trying to do this if their team is weak to Baal. Thus, when building him, we must consider how to make this as hard to achieve as possible.
Not Useful in PvE
Due to Sage Baal being a sleep specialist and most bosses immune to sleep, Sage Baal is used very little outside of PvP.
