Wyvern 11
Since the Wyvern 11 fight requires you keep three debuffs on the Wyvern constantly, Jena can be a decent budget choice for a DPS-debuffer role. Wyvern only attacks the front position in the party, so her low HP and defenses can be ignored in favor of stacking Crit Chance, Crit Damage, Effectiveness, and Spd to maximize debuff opportunities and the stacking damage of her S1.
For her primary gear set, Jena does well with Rage, which stacks with the damage increase of her S1, but you could also go with Speed so she can apply her debuffs more regularly. Hit is the obvious choice for her secondary gear set.
Jena's best Artifacts are probably Kal'adra and Sira-Ren, as they both synergize with what she wants to do in different ways. Kal'adra stacks with a Rage set and Jena's S1 bonus to greatly multiply her damage output. Sira-Ren, meanwhile, adds random debuffs to her attacks, which also benefits her S1 and helps her handle more of the debuffing duty for the battle.
Finally, make sure you use an Ego Fragment on Jena to switch her Devotion Aura to giving herself Effectiveness. She needs that bonus Effectiveness much more than the rest of your team needs a little extra Atk.

Team

This is an example budget team for Wyvern 11. Crozet is obtainable from a Connection Quest and is a very strong tank, while Angelic Montmorancy is obtained from Montmorancy's Specialty Change Quest and is an outstanding healer. Taranor Guard complements the team with Defense Break and Dual Attack chance, and Jena stacks her debuffs on Wyvern to keep it under control.

Analysis
Overview
Jena has had a bad reputation for a long time due to being a 3★ hero who required heavy investment of Molagora -- one of the most limited resources in Epic Seven -- to be worthwhile. However, the change that made 3★ heroes' Skill Enhancement cost Stigma instead of Molagora made a huge difference for Jena. Now that it doesn't cost Molagora to increase the hit chance of her debuffs, Jena can occupy a useful niche as an AOE debuffer who debilitates enemy damage output and still does decent damage on the side.
Strengths
AOE Damage Mitigation
Jena's debuffs are all about reducing the damage output of the enemy party. Her debuffs are all AOE, and through them she can reduce enemy Atk, Spd, and/ or Hit chance. Even separately these reduce the amount of damage enemies can deal, but when two or more stick, it becomes very difficult for enemies to make a dent in your team.
Non-Damaging S2
Having a non-damaging debuff skill is better than it might initially seem. Because Jena's S2 does no damage, it isn't subject to elemental disadvantage miss chance, which makes it easy to land on Earth-element enemies that would otherwise be a problem for Jena.
Low Cooldowns
At max Skill Enhance, Jena's S2 and S3 both have a low cooldown of 3 turns. Because her debuffs last for 2 turns each, this makes it pretty easy for her to cycle her debuff skills and keep her enemies suffering from at least one debuff at all times.
Rewarded for Debuffing
Jena's S1 does increased damage based on the number of debuffs that are active on her target. This means that Jena works extremely well alongside other debuffers and is also well suited to battles that demand a lot of debuff usage (i.e., Wyvern 11).
Weaknesses
Useless Without Debuffs
If Jena cannot apply debuffs -- either because of Immunity or because of opponents like Gloomyrain or Basar who can transfer debuffs back onto your party -- then she is virtually useless, since everything about her kit revolves around placing and benefiting from debuffs. Punishing debuff use is a common gimmick for bosses in Abyss and elsewhere, which can limit Jena's use.
Terrible Stats
Jena has some of the worst HP and Spd in the game, and while her Atk and Def are better, they're still not that impressive. Her terrible Spd in particular makes her almost unusable in PvP, since it's nearly impossible for her to outspeed enemies and apply her debuffs at the start of the battle when they would do the most good.
Easily Replaced
Jena faces stiff competition for her slot as a 3★ Ice-element Wyvern-focused hero from fellow 3★ heroes Alexa and Mistychain. Alexa causes Poison, which is a huge source of potential damage on Wyvern, and Mistychain comes with supplemental healing and more reliable damage than Jena. Furthermore, often the most important debuff to inflict on Wyvern is Defense Break, and Jena doesn't have Defense Break, while 3★ Taranor Guard does.
