Surin wants to stack as much Atk% as possible to increase the damage of her Bleeds, and like any debuffer, she also needs Spd and Effectiveness (although she can squeak by with less Effectiveness than most due to her high base Bleed chance). Her last gear substat is up to personal preference. Crit Chance and/or Crit Damage gives her a little extra DPS, while HP% helps her survive boss hits better.
Her gear is somewhat up to personal preference as well. Surin probably wants a Hit set for her gear subset, but her primary gear set is harder to choose:
- An Attack set is the most reliable gear for Surin. It makes all of her attacks stronger and increases the damage of her Bleeds.
- A Speed set is a bit of a trap. If Surin was more of a PvP unit, she'd need this, but for PvE, her high base Spd and some good boots should be enough. This leaves her too weak and inefficient at her job: DPS.
- A Rage set is hard to judge. It massively increases the damage of her S3 nuke, but it won't affect her Bleeds. In a long fight, an Attack set is probably better, since it boosts her nukes and her Bleeds, but if you're going for a quick kill, Rage might be preferable.
Artifacts are similarly tricky. There's no one Artifact that really fills Surin's needs, but there are several that can be useful in different situations:
- Rhianna and Luciella is always excellent for any Thief, but Surin especially likes it because it can give her great opportunities for a maximized S3 without the need to burn Souls.
- Artifacts that increase Surin's Atk are good anywhere. Violet Talisman, Moonlight Dreamblade, and Alexa's Basket all fit the bill. (Mighty Yaksha is a budget Artifact version.)
- Elyha's Knife is great for a quick-kill-Surin, especially one built with a Rage gear set.
- An honorable mention goes to Santa Muerte for Earth-elemental bosses like Secretary Vera. Surin's DPS is already very high, so giving her some utility in the form of CR pushback (especially since she already builds Effectiveness) can be useful.
It's tempting to put the Torn Sleeve on Surin, since it's a Bleed Artifact, but Surin typically causes so many Bleeds she won't need it. Dust Devil can also be a bit much on Surin, but getting in extra attacks is more worthwhile than extra Bleeds, so it can still be worth it.

Team

This is a team built specifically to burn down Secretary Vera in the Azmakalis Raid. Ken tanks Vera's attacks and applies Defense Break, while Achates spams her healing to keep up with Vera's damage. It's notable that Defense Break is the only important debuff this team needs to cause, reserving the rest of the debuff bar for Surin and Dingo to go to work.
And oh man, can these two put in work. Both heroes cause Bleed and then capitalize on it, an infinite spiral of Burn into Bleed into Implosion into more Bleed into more Burn into more Implosion into more and more and more. Dingo also cleanses (in case Achates is Stunned) and reduces the team's cooldowns, making Achates' healing and Surin's Bleeds even more spammable.
You could also replace Achates with Mascot Hazel or Dingo with Khawana to add an AOE Atk buff to this setup, especially if two cleansers is more than you need.

Analysis
Overview
Before Wyvern 11 was released, Surin was the Wyvern Queen, able to keep Bleed stacks permanently stacked on Wyvern 10 to prevent it from firing multiple fireballs in one turn. When Wyvern 11 became Ice-unit-focused, Surin lost a lot of fans, but her role as a heavy Bleeder with massive damage output for PvE has not faded. Especially if you can build other Bleed- or ailment-focused units around her like Sigret or Dingo, Surin is a lethal weapon ready to draw blood, especially in locations such as Abyss, Raid, and the Automaton Tower.
Strengths
Bleed Stacks Everywhere
You might think Surin needs help applying Bleed, considering that her S1 only causes Bleed if the enemy is already Bleeding. However, since her S2 can apply up to 4 Bleed stacks at once (!) that last for 2 turns on a 3-turn cooldown, AND her S3 increases the duration of debuffs by an extra round on top of that, once Surin causes Bleed once, she's usually good for the rest of the fight.
100% Bleed Chance
While Surin's Bleed affliction rate is still subject to the Effectiveness vs Effect Resistance check, her base chance to apply Bleed on her S1 and S2 is 100%. This gives her a higher chance of applying Bleed than just about any other hero, and it also means she isn't as dependent on Effectiveness as most debuffers.
Very High DPS
Surin has high damage multipliers, decent Atk, great Spd, a lot of bonus damage from her endless Bleed stacks, and one hell of a nuke in her S3, which gains 25% extra damage for every stack of Bleed the target is suffering from. With a 3-turn cooldown on her S2 and a 4-turn cooldown on her S3 (after Skill Enhancement), her skills are even fairly spammable, resulting in a lot of damage over time.
Fast Hero + Speed Imprint
Surin is naturally one of the fastest characters in the game. She also has a Speed Devotion Aura that helps other members of her team move more quickly as well.
Takes Extra Turns
Every time Surin uses her S3, she gains 15% CR for every stack of Bleed on her target (capping at 75%). Considering how easy it is for Surin to keep Bleed stacks on her opponents, this often means Surin basically gives herself an extra turn with every S3. She can also Soulburn her S2 for a full extra turn, giving her a perfect setup chance for a maximum-strength S3 when needed.
Weaknesses
Countered by Cleanse/ Immunity
Surin is almost unable to function in the current PvP environment. With so much full-cleanse and Immunity flying around, it's very difficult for her to keep her Bleeds running so she can capitalize on them. Unfortunately, this also comes back to bite her against bosses who can cleanse themselves, in particular Golem 11, which she would otherwise be excellent at fighting.
Has Nothing But Damage
This might be Surin's biggest flaw: she has no utility other than a 1-turn Attack Break on her S2 (which barely counts). When so many other heroes can bring enormous DPS to the table along with game-changing buffs or debuffs, Surin has trouble making a good case for herself.
Uses the Whole Debuff Bar (No, Really)
Did you know there was a limit to how many debuffs you could apply to one enemy? Rest assured that Surin will teach you this lesson. Especially if she's paired with other debuff units, Surin's Bleeds can overtake the entire debuff bar, leaving you no room to apply more important debuffs like Defense Break or Unhealable.
