Due to her somewhat lower base Health value, Tamarinne actually prefers flat Health as a main stat on accessories (source). Everything else should be a percentage however-- save for Speed, which she will want in abundance. Speed gear is ideal for cycling turns faster and getting through the long 8-turn cooldown of her idol transformation, Shining Star☆ (S3).
Her Artifact selection is diverse: Idol’s Cheer and Magahara’s Tome are the best for even more CR push, but you can also use Shimadra Staff or Rod of Amaryllis to supplement healing and even solo heal in the absence of Angelica, Montmorancy or other Soul Weavers.

Team

Basic well-rounded PvE Raid team with Immunity, Cleanse, DPS, Defense Break, and HP% damage against bosses. Cermia especially benefits from Tamarinne’s Attack buff, which can extend her own Increase Attack (Greater). Lorina or any other single-target Warrior will fit this slot as well.

Iseria and Tamarinne are complimentary to almost anyone thanks to the teamwide CR push and Attack Buff. They do need to be extremely fast however, so Speed Imprints from Heroes like Celeste and Schuri help tremendously. So long as the pair goes first, the last team member can be a heavily Attack-invested cleaver (in this example, Vildred).

Analysis
Overview
Boasting a myriad of support capabilities, Tamarinne takes center stage as one of the game’s strongest PvE Heroes. Although long Skill cooldowns make her tricky to time, her idol phase comes with a teamwide Attack buff and CR boost, with an AoE Dispel on her Serene Tune (S1) and a guaranteed Dual Attack from the teammate with highest Attack. Of course, being a Soul Weaver, she also heals and dispels debuffs from allies. While her PvP use is very limited, Tamarinne is very fun to use and one of the game’s most valuable Heroes just for completing content and farming materials for the whole roster.
Strengths
Unparalleled Offensive Buffs
A max-enhanced Tamarinne pushes team CR by 50%, which is unrivaled among AoE CR push. This also allows everyone on the team to take advantage of their 2-turn attack buff, which she can refresh at the end of her Idol phase for 4-5 turns of Increased Attack (depending on Speed)
Packed utility
For Raids, Abyss, Hunt Stage 11 and other endgame PvE content, it becomes essential to bring as many functions as possible within one three- or four-man team. Tamarinne covers a lot of bases with her kit and can even tank the frontline with enough Health. Most impressively, she's good in all four Hunt stages with the same gear setup, making it easier to build your farming teams.
Weaknesses
Limited PvP
Aside from specific Iseria synergy, Tamarinne won’t see a lot of use in Arena Offense. Guild Wars Offense however does give her the opportunity to help spike damage against tanky teams.
Low (ish) Base Speed
108 base Speed is enough to work with, but among CR push in PvP, she’s about average. Along with Iseria, Tamarinne will need either another CR push or excellent Speed gear to compete.
