This is the build that the developers seemed to intend with her rework. Grabbing 55 Effectiveness and high Speed, Commander Lorina sacrifices maximizing her Attack stat for the utility of CR-push and delay.
She may be sacrificing raw Attack stat, but don't think this build is low on damage. Due to frequent turns and the "gets stronger the more HP the enemy is missing" damage boost on her S3, Commander Lorina's DPS builds up rapidly.

Team
The team that was used to clear the original Automaton Tower before difficulty drop (well, technically, Schuri was used instead of Silk at the time). Now it can be used to clear other kinds of PvE content as well. Best of all, it is a fairly easy team to pull and build (Requiemroar is the most difficult hero to earn, being a Moonlight hero and not free via Connection, but even she is only 3★ rarity and therefore not that bad).
This team utilizes debuffs and CR pushes to make the enemy into a punching bag. The key points are Defense Break, Speed Break, and Attack Break/ Hit chance debuffs. The debuffs can be 1-turn duration since your team's CR-push should have you lapping the boss by several turns.
Tengen Toppa Lorina-gann
General
Due to her self-CR boost on S1, you can give Commander Lorina Atk% boots instead of Speed boots and still have a similar number of turns as your buffers. This build uses that fact to create a high-burst-DPS Commander Lorina who focuses on the quality of her turns rather than the quantity.
This version of Commander Lorina is simple, effective, and easy to build. Focus on using her S1's CR-boost and her S3's Soulburn to maximize the buffs the rest of Commander Lorina's team can give her. The Soulburn is especially important: try to save her S3 until you can Soulburn it, since the extra turn means another S1 and that means more CR-push. Using her S3 without the Soulburn slows her next turn, which isn't always worth it (unless you have all your buffs and debuffs up for the perfect S3 strike).
This kind of build is what led to the original Lorina rework and her Specialty Change in the first place. It's not as godly as it once was, but it can still pull a lot of weight.

Analysis
Overview
The famous player goddess that used to have a skill damage modifier of 3. Even after her rework, she still packs a huge punch.
Even before Specialty Changing, Lorina's damage output is very good, especially for a 3★ hero. However, after completing her Specialty Change quest, her DPS gets even better, especially with the addition of even more self-CR push and a little bit of much-appreciated survivability.

Strengths
Crazy DPS
Commander Lorina's passive is basically a 50~75% Attack buff that does not run out and cannot be dispelled. When you take her high base Attack stat and other damage bonuses into account, her damage output is outstanding for a 3★ Hero.
Kills Bosses, Farms Mobs
Though Commander Lorina excels at dueling big, meaty bosses, that's not all she's good for. Once buffed through her Skill Tree, her S3 has a chance to reset its cooldown if it kills its target. This can make Commander Lorina a decent farmer if you don't have strong AOE options like Lena or Vildred.
Combat Readiness Manipulation
Commander Lorina's S3 packs a large CR decrease, dramatically slowing its victim's next turn. When Soulburned, her S3 also grants her an extra turn, allowing her to further outrun her enemies. On top of that, her S1 gives her CR (and may grant double the amount after it has been buffed through her Skill Tree). Especially when facing single targets (like PvE bosses), Commander Lorina can get multiple turns to their one even if her Speed is not that high.
Free Connection Hero
Lorina is one of the small pool of Connection heroes that are free-to-play in Epic Seven. Every player is guaranteed to recruit Lorina just by completing her Connection quest, and then every player can promote her into Commander Lorina by completing Lorina's Specialty Change quest. While completing these quests can take time, the fact that they are guaranteed to give you a big bosskiller is a massive plus.
Dark Element
Being a Dark-elemental hero means that Commander Lorina never suffers from elemental disadvantage. It's like having a Fire, Ice, and Earth bosskiller in your roster, but only having to Awaken and gear one of them. This is especially useful for new players with limited resources: investment in Commander Lorina is investment that can help you in any boss fight, regardless of element.
Weaknesses
Fragile
Commander Lorina has terrible HP and Defense, and most of her Specialty Change buffs don't do much to fix this. In addition, sometimes her taking multiple turns in a row can backfire on her, since it means durability buffs like Defense Up or Continuous Healing may run out before she needs them.
Buffs Can Conflict
Commander Lorina's passive stacks additively with other Attack buffs, not multiplicatively. This means that where other heroes get a 50% damage boost, Commander Lorina will be seeing something like a 35% boost (but the amount of damage that gets boosted is the same). Commander Lorina synergizes better with Crit Damage buffs, which are much rarer in Epic Seven.
Takes Time to Ramp Up
It takes time for Commander Lorina to warm up -- 5 attacks' worth of time, in fact. That's a long time in PvE and basically impossible in PvP. Commander Lorina is too fragile to use a Counter set and her extra-turn Soulburn is very expensive, so it can't be spammed as a work-around. She needs either a lot of CR-push or multiple turns to max out her passive and really become dangerous.
Erratic CR Manipulation
The CR-push on Commander Lorina's S1 has an RNG element to it, and she doesn't get any CR at all on turns when she uses her S3 instead. Unpredictable CR-push can save the day, but it can also mess up your turn order.
