Peri primarily wants to maximize her Speed as she absolutely needs to double in order to activate Galeforce.

Though +ATK may be tempting as she does need to activate Heavy Blade, debuffing the Attack of her enemies may be safer than hyper-boosting her own, as if her Attack is too high, she may accidentally one-shot her targets—a very real risk when attacking frailer ranged units.

The unique refine will provide Peri more overall stats once damaged, but a Speed refine may help her ensure she can perform the double needed to proc Galeforce. The choice may largely depend on how much buff support she has.

As an offensive character, Peri wants an A slot that boosts her Attack and Speed. Be careful not to boost her Attack too heavily however, as if her opponent dies in one hit, Peri wont activate Galeforce.

Desperation is a strong skill for an offensive attacker, and it doesn't conflict with her Galeforce timings as she does not need to be counterattacked to activate it.

Wings of Mercy can make it easier for her to target the right opponent first, and second. A good pick for Aether Raids as teammates can intentionally become WoM targets by stepping on a Lightning Trap.

Atk Ploy is a great option to help Peri activate Heavy Blade on her first target. If she plans to use Wings of Mercy to warp into combat, Peri can focus purely on lining up her Ploy the previous turn.

Stacking Brazens alongside her weapon's effect can provide her with a ton of stats. The first stat should always be Attack. The second stat can be Speed to help her perform doubles or Defense to help keep her alive at low HP.

Fury is an alternative to Brazen. Fury can help her more easily activate Peri's Lance when attacking ranged units, and combined with Peri's Lance will give her 7 (or 8 with Fury 4) points to all stats.

Hit and Run and Drag Back let Peri retreat to safety after dealing damage, which is crucial due Firesweep Lance's nonexistent Enemy Phase.

Lancebreaker can be used to secure matchups against enemy lancers, and will let her pierce through Lance armors with Wary Fighter. It also keeps her safer from follow-ups on Enemy Phase when necessary.

Introduction
Peri is an eccentric cavalry lancer with an immense love of impaling, and a decent stat spread to back up her hobby. She also boasts a generously high Resistance compared to most of her niche, making her a good user of debuffing Ploy skills. However, despite this, she sits in a position where she is often overshadowed. Though she is rather good, there is no shortage of both other cavalry and other lancers with many more alluring and enticing niches. She lacks the absurd reach of ranged cavalry units, instead striking as far as ranged infantry units. Though it is fairly good, her Prf doesn't carry and set-defining mechanics or necessarily open her up any new playstyles, simply granting her a decent all-around stat buff. Her status as cavalry, while granting her an extra movement and access to class-unique buffs, lacks the pure freedom and retreat potential compared to similar flier units, and as well being a cavalry keeps her locked out of powerful skills such as Wrath that would otherwise be a much appreciated to boost her power.
Her strengths should not be undervalued however. She still remains a rather flexible unit with both good offensive power and strong supportive ability. She can become a powerful force to be reckoned with, and is likely to match all expectations. She unfortunately just lives in a world where there are many others that not just match expectations, but regularly exceed them.
Strengths
Good Offensive Statline
Peri actually possess a fairly solid offensive stat spread of 33/33. This is still one of the greatest among lance cavalry, though is beaten by ones like Oscar and Summer Cordelia.
Excellent Resistance
Rather rare amongst melee attackers, Peri manages to keep her solid Attack and Speed combo, yet still sit at a fairly high 30 Resistance. With Resistance more typically the melee attacker's Flaw of choice, this gives Peri the excellent opportunity to utilize Ploy skills, which will apply to the majority of her targets. It also makes her somewhat more difficult for mages to take down, which usually tend to walk all over melee units.
Weaknesses
Extraordinarily Competitive Team Slot
Though Peri is a good unit overall, it is extremely easy for Peri to be overlooked on most teams primarily thanks to the existence of high-performing Blue Cavalry like Reinhardt and Legendary Ephraim, as well as other blue Cavalry mages such as L'Arachel or Spring Catria, whose power and range with a Blade-tome can be difficult for Peri to keep up with. Beasts such as Selkie and Panne also offer some worthy competition for the same slot, as do flying beasts like Naesala who also have three movement when transformed.
Middling Physical Bulk
The combination of Peri's strong offenses along with her high Resistance comes at a price. Her HP and Defense are both quite low, an unattractive quality for a unit who may often be taking on other physical units. This may force Peri to run weapons and skills that keep her mobility up, help her warp around the map, or help her avoid counterattacks all together unless she can be absolutely sure her targets do not survive a single round of combat.

A straight-foward, positioning focused Peri build for anyone looking for some stabby-wabby funtime. I can't recommend any IVs for this build because I managed to get a neutral Peri (her bane and boon rolled as the same stat, thus canceling eachother out) and quite honestly I prefer her stats as is, so you can use whatever IVs you prefer. Peri's Lance (+eff) gives Peri -1 to her special cooldown, and +4 to all stats when she's <100% hp, giving her some great damage potential when using any special with 3 cooldown or less. Specifically I use Blue Flame for some nice guaranteed damage. Mystic Boost 3 balances Fury's hp drain and neutralizes skills like Wrathful Staff or Sorcery Blade. Whether you use Fury 4 for the -2 hp to drop Peri below full hp or you use Fury 3 and simply rely on enemy damage to reach that threshold is a matter of personal preference. The double Def Ploy 3 deals a substantial -10 def to any enemy with a heavy focus on def while also giving her an edge against more balanced units, since with her 34 res (33 with Fury 3) the only enemies that will be unaffected (for the most part) are res focused enemies who will likely have a lower def stat anyways, and particularly tanky units that can be taken out with proper team coordination. Peri has always been one of my favorite (if not my absolute favorite) character in all of fire emblem and this build lets her tear through enemies regardless of IVs.

Thanks to this build Peri can become a very good mage counter.
Berkut lance and distant def 3 give a +13 resistance during the enemy turn.
Distant def 3 also helps her slightly against the archers, making her a bit more tanky against them.
Spur Def/Res 2 permit to support the other members of the team,while Renewal 3 sustains Peri herself.
I have prefered Moonbow more than res related abilities like glacies because it is quicker to charge.
Edit: I have decided to put odd res wave to give another buff to Peri, and in this way she can sustain her allies.

With her new weapon, Peri can raise her stats to where she can hold her own really well.
Despite the need to raise her offensive capabilities, her best boon is actually Defense. With 23 defense at neutral, Peri needs a boon in order to safely engage with melee units.
To increase her offensive capabilities even further, Fury 3 (or 4) is one of the best A skills Peri can use as it pushes her stats to 52 Atk/ 36 Spd/ 26 Def/ 33 Res and with her weapon's special effect, her stats can then be raised to 56 Atk/ 40 Spd/ 30 Def/ 37 Res.
With 40 Spd, Peri can outspeed any but the fastest units FEH has to offer, this makes Desperation to be an excellent skill to make use of her newfound speed and allows her to ORKO a lot of units.
Her C skill is flexible and is really up to preference. Odd/Even wave skills can be used to increase her offensive capabilities, Drive skills to support her team better or Hone/Fortify Calvary skills can be used if Peri is in a Horse Emblem team.
Her best seal for this set is Heavy Blade. With 56 Atk, Peri has a very high chance to proc Heavy Blade and charge her special in an instant and follow-up with it due to Desperation.
Her three best specials are Draconic Aura, Iceberg and Luna and each are up to preference. For the best consistency, Iceberg can be used especially since Peri can raise her Res to 37 with this set. With her Atk raised to 56 with this set, Draconic Aura can be considered to capitalize on it. To deal with high Def units, Luna is a good option too.

Primarily meant to be played as a role for an offensive hero.
Slaying Lance is essential for Galeforce to activate under Desperation range. (+spd) refined is also recommended for this build. The additional +5 hp will aide in her poor survivability.
A-Skill: Brazen Atk/Spd; Due to her low defense, falling into Brazen range should be easy. Peri may have trouble surviving so choosing the right foe to get into Brazen is key.
B-Skill: Desperation; syncs perfectly with Brazen and thanks to the additional bonus from Brazen will allow her to KO units.
Galeforce: by having a Hero with extensive range allows Peri to hunt down foes effortlessly.
SS-Heavy Blade: as long as Peri’s hp falls within Brazen & Desperations’ threshold, she’ll be able to swiftly KO Heroes and having Galeforce proc reliably quicker after battles.
C-Skill: Defense Smoke: with Galeforce being ready, Defense Smoke will soften up any nearby foes.
Assist-Pivot: Preferably recommended to use Pivot whenever she activates Galeforce to safely get to cover. By maximizing her movement when falling back and utilizing Pivot, Peri can retreat up to 5 spaces; most Heroes will fail to reach her.
Making the best for her, by applying hone cav buffs on top of Brazen buffs grants Peri +13 to atk/spd maximizing Peri’s questionable and obsessive desire to kill.
While her physical defense is low, it’s not necessarily a bad thing. Against the Black Knight Peri can survive a Black Luna at full hp. And thanks to her high res, Peri can tank an attack from Myrrh both of which allows her to setup for Brazen and desperation.
