Legends only features 5 SP per banner, and there's no way to even get a chance at a particular fighter unless it's featured in the current banner rotations.
But namco's pattern so far with Legends is bring back old banners once a while, so I'm sure Broly isn't gone forever, especially with that movie coming up!
