Where is the final soul boost? 60/61

I have boosted 6-7 characters and with all of them I’m missing one soul boost in the last section (IV). I have 60 out of 61. Where is this magical soul boost located??! It’s pissing me off because I’m losing like 10k power level because of it. Please help. Thank you.

Section 4 is not the final one. Along with the continuation of the story, more tiers will be added to the game. Currently, 398% in soul boost system is cap.
