Why cant i use the summon tickets of caulifla kale and cabba if i have the last 3 of them?

Since i have been playing, you used 2 times 7 tickets to get an sparking and then the last 3 or 4 tickets of the login bonus can be used to single summons, why i cant use it now? i have the last 3 tickets and dont appear in the summons banners...
