Wouldn't SP Blue Frieza be a good fighter

SP Blue Frieza has an "anti Blast" Strike cards. Whenever your vanishing step is not ready, and the opponent blast or strike you, just use the strike arts and the blast won't knock you and the opponent get hit by it. Wouldn't he became high on tier list with his strike ?
