PvP
Rima's one decent stat is Spd. This is good, since more Spd helps her support her team more frequently. Maximize her Spd for more turns, then focus on Crit Chance so she can wring more cooldown reduction out of her S1. Effectiveness is also important for helping her S2 cause Sleep.
At that point, it's a tossup what stats to build on her:
- More Atk or Crit Damage will help her hit slightly harder, but leaves her with the durability of talcum powder.
- More Def or HP can help her survive a little better, but she'll continue to hit like a wet noodle.
Survivability is probably more generally useful on her, but if you have a very strong tank to mitigate damage, then you might prefer more damage output instead.
One of the best artifacts for Rima is Rosa Hargana. If she gets pulled into Dual Attacks, she triggers her S1 more often and reduces her cooldowns that much faster. (This also makes her a good teammate for Dual Attacking allies like Ras or Lilias.) Sword of Judgment is strong for similar reasons, but less ideal since it may cause Rima to trigger her S1 after putting an enemy to Sleep with her S2. If you don't have Rosa Hargana, you may instead prefer Song of Stars, since Target is a great debuff to spread around and Rima will likely have already built for Effectiveness to help cause it.

Team
This is a cheap, easy team to build around Rima.
- Ras auto-Dual Attacks with his S2 (Lilias, if you have her, is an even better option).
- Mistychain hits hard but has long cooldowns, so she balances Rima's low damage and really appreciates Rima's S3 in return. (Just about any Mage can fill the same role, as "hits hard but has long cooldowns" is the typical role of Mage heroes.)
- Finally, Doris is a very strong healer who really needs to maximize uptime on her S2 buffs to be effective. Enter Rima and her War Hymn! In return, Doris increases Rima's survivability enormously with her Defense buff and continuous healing.
This is a Sleep-focused team. Specter Tenebria and Pearlhorizon both deal increased damage to targets with Sleep, and Tamarinne can fill both the tank and healer roles for the party if built properly. Rima isn't as good as Iseria for feeding Tamarinne her ult, but if you have Tamarinne and not Iseria then Rima is probably the best person for the job.

Analysis
Overview
The easiest way to understand Rima is to think of her as a mini-version of Iseria. Instead of preventing enemy buffs with Unbuffable and increasing your party's damage potential with Defense Break, Rima causes Sleep, which guarantees critical hits and prevents enemies from using their buffs in the first place. Her real claim to fame, however, is reducing the cooldowns of an ally unit with her S3, similarly to Iseria's S2. While she doesn't enable all of the same crazy strategies that Iseria's complete cooldown reset does, Rima can still "perform" (get it? Because she's a bard?) impressively in a variety of situations and team comps.
Strengths
Sleep
Rima screws with the enemy party most effectively by causing Sleep, disabling crucial units at the right time so they aren't able to act. Causing Sleep gives Rima a lot of synergy with other characters that use Sleep or other ailments to increase their own damage, like Pearlhorizon or Specter Tenebria. However, it can also be helpful for building characters who rely on critical hits. If you don't have 100% critical chance on your Schuri yet, Rima helps with that.
Allied Cooldown Reduction
This is the big one. Lowering your allies' cooldowns gives you a massive advantage in battle. Increasing the usage of big nukes like Vildred's Blade Ascent or big heals like Destina's Grace from Destina should be obvious, but you can also increase the uptime of buffs like Vivian's Mana Amplification or get Tamarinne into Idol Form more quickly and more often.
Personal Cooldown Reduction
The one area where Rima may actually have a slight edge on Iseria is the fact that critical hits on Rima's S1 reduce her own cooldowns. This means that a well-built Rima may be able to use her S3 more often than Iseria can use her S2, and Rima can use it on different targets each time as needed. Especially in a team with low cooldowns, this kind of versatility can be extremely beneficial.
Weaknesses
Sleep is Limited
Sleep is a powerful tool, but unfortunately, it is also a limited one. Bosses and some other powerful targets are immune to it, reducing Rima's viability in a lot of PvE content, and the effect ends as soon as the target is hit, meaning it won't always last as long as you want it to, especially if there's AOE damage flying around.
Lack of Direct Impact
Rima's strongest impact on the battlefield is indirect. She excels at disabling enemies and enabling her allies, but when it comes to actually dealing, receiving, or mitigating damage herself, she falters. If you have a strong team of three units already that need somebody to support their potential, then Rima's a strong choice. If you need Rima to pull the weight on her own, then she's likely to hold you back instead.
