Slow Down for a Spell
PvP
Romann needs Spd and Effectiveness to do his job with maximum efficiency. You should definitely use an Ego Fragment to flip his Devotion Aura to giving him Effectiveness, as he needs as much as he can get. He's also going to want some flat HP to bring up his survivability, since he's got one of the lowest HP scores in the game (leaving him very vulnerable to Def-ignoring opponents like Watcher Schuri or Ludwig).
From there, you can either give him some Atk% (since he gets a lot of turns and his S3 can hit quite hard when it gets the damage bonus from dispelling buffs) or Effect Resistance (to avoid him being incapacitated by Stun or Silence).
Romann has a lot of good Artifact choices that can be helpful in different situations:
- Since Romann has already built for Effectiveness, Abyssal Crown can be incredibly nasty. Not only will the enemy be slowed by his attacks, but they may finally get their turn only to lose it immediately to Stun.
- Tagehel's Ancient Book allows Romann to Soulburn his S2 on the first round, eliminating its cooldown and letting him use it again on his next turn. If your Romann has exceptionally high Effectiveness, this can be a devastating tactic.
- A strong budget option is Cursed Compass. Romann's first turn in a PvP match is likely to be the most important, and the Compass helps make sure that his first turn lands the CR reduction or debuff strip that you need.

PvE
Romann is less-suited to PvE than he is to PvP, but if he's your best option for buff dispelling, there are some fights where you may need him. You can gear him similarly to the PvP build, prioritizing Spd, Effectiveness, and flat HP (and flipping his Devotion Aura with an Ego Fragment if possible). His last substat in this case should be Atk% rather than Effect Resistance, since you're more likely to need his damage output to chew through boss HP pools.
His Artifact is the main thing that changes when building Romann for PvE. In a prolonged boss fight rather than the short fever-pitch of an Arena fight, Romann should be considering longer-term Artifacts such as Ranon's Memorandum, Sira-Ren, or Etica's Scepter (in order of increasing rarity).
- Ranon's Memorandum and Etica's Scepter both allow Romann to spam his skills more often -- Ranon's by increasing his Spd and Etica's by reducing his cooldowns.
- Meanwhile, Sira-Ren fits in nicely with Romann's Effectiveness build by adding a flood of debuffs to his attacks.

Analysis
Overview
Romann is good for two things: manipulating Combat Readiness and countering buff-focused characters like Elson, Angelica, and Diene. These strengths are rarely necessary in PvE content, but they can have a huge effect in PvP, where getting a turn advantage and stripping buffs from the enemy party can lead to victory individually, let alone together.
That said, because Romann combines AOE buff dispel with Poison effects, he can also be an appealing choice when you need a dispeller for PvE boss fights, like Executioner Karkanis or certain floors of the Abyss.
Strengths
Denying the Enemy Turns
Romann's S2 is one of the more powerful CR reduction effects in Epic Seven, reducing all enemies' CR by up to 80% at +3 Skill Enhance (if all the hits land). Even better, when Soulburned, the cooldown is functionally removed, allowing him to deny enemies two turns in a row if he has the Souls for it (i.e., from Tagehel's Ancient Book).
Getting Lots of Turns Himself
Romann gets a lot of turns over time with the help of his S1, and he basically gives himself a free extra turn every time his S3 dispels at least one buff. This is good not only because it allows Romann to act more often, but because it helps him run down his cooldowns more quickly.
AOE Buff Dispel
Buff dispel is still semi-rare in Epic Seven, and AOE buff dispel is even rarer. Romann also adds that little sprinkle of passive-aggression on top of his AOE buff dispel by following it up with two Poison effects. There's nothing more insulting (or satisfying) than stripping Angelica's Immunity from her team and slapping Poison on them in its place.
Weaknesses
Needs Strong Allies
While Romann's CR manipulation is incredibly strong, it means nothing if his allies aren't able to take advantage of it. Romann himself has mediocre damage output (though it does add up over time), no buffs of any kind, and no debuffs other than Poison, which is too slow to win a battle on its own. He is not an "instant win" button for PvP -- he is an enabler that creates openings for your other "instant win" buttons to work instead.
Elemental Disadvantage
One of Romann's big competitors for a team spot is Hurado, who can also strip enemy buffs and reduce CR at the same time, and the big advantage Hurado has over Romann is being Dark-element. Hurado never has to worry about elemental miss chance screwing with his dispel/ CR reduction chances. In contrast, Romann is at a major disadvantage against common Earth units like Righteous Thief Roozid, Vivian, and Basar (especially Basar, who is an even more powerful buff dispeller and applies Unbuffable after doing so, an effect that is much stronger than Romann's Poison).
