While the new updates and balances have certainly made EX Fighters more viable beyond the Bench, nothing has been done in-game to improve HE fighter viability with the exception of Shallot.
Tier Lists are primarily for showcasing the PVP viability of Fighters in a group ranked format, and hardly any HE fighters are PVP viable on the bench, much less in the core line-up.
If this were to change, we would certainly look into building an HE Tier List but right now, the potential use doesn't outweigh the time and effort that would go into researching and updating it.
