Analysis
Overview
Fallen Cecilia is a supportive tank who excels at making her whole team significantly tougher. She shines in PvP situations, especially Arena Defense and Guild Wars Offense. Her S1 - Mistake, can permanently Provoke any target that is slower than she is, and both of her other abilities serve to prevent your damage dealers from being nuked down too quickly.
Strengths
Incredible Health Scaling
Fallen Cecilia gets an incredible amount of value off of every point of Health she builds, as she constantly shields her allies based on her own max health with her S2 - Strong Instinct.
Permanent Provoke
If you've ever been in a Guild War fight where your remaining units get in a stalemate with a lone Angelica, you may never have to experience that with Fallen Cecilia. She can keep 100% uptime for Provoke on any unit that is slower than her, which can shut down almost any unit in the game when used properly.
Anti-Cleave
Between her S2 - Strong Instinct giving her whole team a hefty shield at the start of every fight, and her S3 - Spear of Resentment giving her whole team Skill Nullifier, Fallen Cecilia is capable of shutting down many cleave comps, even on defense.
Weaknesses
Dull Tipped Spear
Fallen Cecilia is meant to protect your damage dealers, because she has rather low damage herself. Her health ratios are not terrible, so her damage could hypothetically be decent if you built crit stats on her, but at that point you're better off just building a different unit.
Very Stat Hungry
Unlike some other Moonlight 5 Stars, such as Sage Baal & Sezan whose kit makes him useful with minimal investment, Fallen Cecilia wants a LOT of stats to really shine. Her Health needs to be as high as possible, but her Speed also plays a survival role as it dictates how often she applies her shields and how frequently she can provide Skill Nullifier. Defense is always nice to scale with Health, but Effectiveness is also important to help aid the Provoke chance. Compared to most tanks, Effect Resistance isn't crucial on her as her S2 - Strong Instinct will apply through any crowd controlling effects, but it's still useful to have nonetheless as every turn offers the chance to provoke or offer Skill Nullifier. On top of all of this, she needs a lot of Molagora to shine, as +7 should be the minimum a completed Fallen Cecilia has (+4 in her S1 - Mistake, and +3 in her S3 - Spear of Resentment), with more points in her S2 - Strong Instinct, being optional but not at all bad.

This build is meant for late/end game players to really flex their gear to maximize the usage of a character with a very loaded kit and solid HP scaling to run Fallen Cecilia as a bruiser rather than just a tank with utility.
With this build, we're looking to maintain around the following stats (if not higher):
Atk: 1800
Def: 1200
HP: 20000
Spd: 180
CritC: 80%+
CritD: 240%
Eff: 30%
With these type of stats, Fallen Ceci can shield her team for a similar level compared to a tank build, protecting them from cleave, interrupt low res enemies with her provoke, and clap back hard when the time comes.
In terms of sets, a speed set is crucial since it can go a long way in helping Fallen Ceci maintain her speedy presence in fights. An immunity set can also help her against debuff heavy matchups but if the stats sacrificed is too much, she can also function with a Crit Chance or HP set.
Artifacts
Since she isn't a full tank with this build, it is best to avoid putting Aurius on her in the case that the overflow damage might be enough to finish her off. Adamant Shield is a safer choice. Given the chance to have more HP without sacrificing too many stats, she can definitely support an Aurius, which is more valuable in protecting squishy members of a player's team.
If she is run with another tank, such as Lilias, who can carry Aurius in her place, bruiser Ceci's best in slot artifact becomes Elbris Ritual Sword, since it can let her get many chances to counterattack squishy DPS with her solid damage.

As of the end of season 3, these 4 heroes become the most commonly seen combination of 4 heroes.
The idea is that basar will go first and push back the enemy team while stripping their buffs and making them unbuffable with his S3. Fallen Cecilia can then go with her S3, which should put down some solid damage, while giving a skill nullifier a piece to her team. Somewhere between this, Seaside Bellona can either get to go next with her S3, which makes enemies 'unhealable', on top of massive damage. If the fight isn't already over at this point, Arbiter Vildred is more than enough to clean up.
Secondary
The Cleave Team Guardian
On offense, Fallen Cecilia can play the role of a guardian for a cleave composition. For example, in a Auxilliary Lots + Judge Kise comp, she can grant Judge Kise a shield through Strong Instinct, protecting her against Martial Artist Kens, vastly improving that matchup. Her strong damage also allows her to clean up after the cleave as well as provoke potentially low resistant revivers out of reviving dead enemies.
PvP - Tank
This build is meant to emphasize Fallen Cecilia's main strength: making everyone in her team much harder to kill. While Fallen Cecilia is a tank in a literal way, her role falls heavily into the support category, as her focus is on making fights better for her teammates. While Effect Resistance is a valuable stat on any PvP focused unit and especially on tanks, it is significantly less valuable on Fallen Cecilia than on most units due to the passive nature of her S2 (as it works even when she's Stunned). There are also a few options- instead of the triple Health set recommended, you can opt for a Speed set, or you can swap out any of the health sets for a defense set or a hit set depending on substats. All are valuable on Fallen Cecilia.

This is an incredibly powerful defense team for Arena, with each unit making the rest more tanky in completely unique ways. Krau provides the defense buff, both he and Cecilia provide provoke, Cecilia provides consistent shielding and Skill Nullifier to the whole team, Dizzy provides a whole slew of debuffs for the enemy team, and Angelica provides healing and immunity. A composition like this is so difficult to crack in PvP that many people won't bother trying and will skip you without a second thought.

This is a very potent composition for Golem 11. While Fallen Cecilia's biggest strength lies in her PvP potency, she does offer a lot of strength in the Golem hunt, which can be useful while farming for her gear. With an Aurius on her she will make squishy units like Lidica and Cermia significantly harder to kill, and her S3 - Spear of Resentment, can remove the full damage of a Golem attack.
