Overview

The long-awaited Legends Limited Fighter for Cell has arrived in Dragon Balls and is as powerful as the community wanted him to be. SP Perfect Cell PUR is one of the best Legends Limited Fighters in the game as he has the best anti-revival unique ability, he’s anti-Hybrid Saiyan which people were expecting, he has a supreme impact Damage modifier on his Ultimate Arts coupled with his unique gauge and a lot of other good tools that puts him at the pinnacle of Dragon Ball Legends.

SP Perfect Cell PUR is also the perfect Fighter that the Androids team needed as he’s a Purple Fighter and they’ve been missing one for a long time. He’s also core on Future, Powerful Opponent, and Regen, which are some of the best teams in the game.

Strengths

The Perfect Anti-Revival

As mentioned in the Overview, SP Perfect Cell PUR’s anti-revival is hands-down, the best in the game. He destroys 4 Dragon Balls which is more than half the Dragon Balls you need for a Rising Rush and he reduces the enemy Ki By 100 and KI Recovery by 150% for 3 timer counts. With this, he leaves the enemy helpless once they revive as they won’t have any Ki to use their cards which puts Cell in an advantageous position.

SP Perfect Cell PUR does everything you’d want in a Fighter bar support. He has 140% Damage Inflicted once his unique gauge has been activated. He has 190% Damage Inflicted against Hybrid Saiyans which will strike fear into their hearts if he catches them in a combo. 

He has a 55% Damage Reduction which makes him one of the best Legends Limited Fighters in the game defensively. He’ll have card draw speed once the battles begin and up to -6 to his Arts cost once his gauge has been filled which allows him to do long combos for the majority of the match.

All of his buffs are uncancellable as well which is great as there are Fighters in the game that could prove to be a nuisance with their buff removal skills.

Good Cover Change

Cell has a great cover change. It’s a blast cover change that’s combo-able with his Special Move and Extra Arts. If he doesn’t get the Blast cover change off he still takes away one of the opponent’s Arts Cards and reduces their Dragon Balls by 1 and it can be activated twice.

The Supreme Ultimate

SP perfect Cell PUR has continued the tradition of Legends Limited Fighters post-Vegito Blue having supreme impact Damage modifiers on their Ultimate Arts. Cell also gains 80% Ultimate Move Damage in conjunction with this which makes it one of the hardest hitting Ultimate Arts in the game.

Weaknesses

Needs Stars

As with most Legends Limited Fighters, SP Perfect Cell PUR needs stars before he truly becomes the true terror that he is. Even though Cell has a 55% Damage Reduction, he needs the stars to gain the stats to back it up.

Team Synergy

Future

While Cell does not buff the team, he’s easily the best PUR Fighter for the team, replacing SP LL Rose Goku Black PUR. Cell is a strike-oriented Fighter which perfectly fits the theme of the team as Strike Future is one of the best teams in the game. The Z-Abilities coupled with Strike Damage types of equipment make this team one of the most fearsome teams in the game and Cell has made them better than they were before. 

Powerful Opponent

Similar to Future, Cell has replaced SP LL Rose Goku Black PUR as the main PUR Fighter. Cell pairs incredibly well with SP LL Full Power Frieza YEL, as they both have ways to take away the enemy Dragon Balls. They might differ when it comes to the Arts Card they prefer but, having them both in battle means that your opponent won’t be able to use their Rising Rush for quite a while. Overall Cell is a great addition to the Powerful Opponent and his Strike Attack and Defense Z-Ability is more than welcomed.

Regeneration

Similar to Powerful Opponent, Cell pairs up perfectly with SP Z7 Demon King Piccolo, even more so than SP LL Full Power Frieza YEL. Both Cell and DKP are Strike Attackers and they both have ways to take away the enemy’s Dragon Balls. Both these Fighters coupled with SP Z7 Good Buu GRN and SP LL Corrupt Merged Zamasu RED make Strike Regen the better variation of the team currently. 

Androids

Cell has arrived as the saving grace of the Androids team. He pairs up nicely with SP Android 21:Good BLU as her support is fantastic for Cell. SP T.O.P 17 YEL also pairs nicely with Cell as they’re both Strike Attackers and their utility together makes them a pain for the opposition. Cell doesn’t synergize too well with SP Super 17 GRN and SP Perfect Cell (Revived) RED but he still makes the team way better than before.

Restores own health by 30% and Ki by 30.
Applies Attribute Upgrade "-50% to enemy's 'Sustained Damage CUT' effects" to self for 20 timer counts.
Inflicts all enemies with Attribute Downgrade "-80% to Health Restoration" for 40 timer counts.

Requirements: 25 timer counts must elapse.

Unique Ability

Life-or-Death Battle

+30% to damage inflicted against "Tag: Hybrid Saiyan" (cannot be cancelled).
+20% to damage inflicted against "Tag: Hybrid Saiyan" or "Tag: Saiyan" (cannot be cancelled).

Applies the following effects to self when battle starts:

+80% to damage inflicted (cannot be cancelled).
Reduces damage received by 40% (cannot be cancelled).
-3 to Arts costs (cannot be cancelled).
Increases Arts Card Draw Speed by 1 level (cannot be cancelled).

The following effects occur every time when faced with an enemy:

Restores own Ki by 30.
+10% to damage inflicted for 15 timer counts.
Inflicts enemy with Attribute Downgrade "+15 to Special Move and Special Arts costs" for 10 timer counts.

While this character is on the battlefield, applies the following effects to enemy when causing a character with a "Revives when health reaches 0" effect to revive:

Reduces enemy's Dragon Balls by 4.
Reduces Ki by 100.
Inflicts Attribute Downgrade "-150% to Ki Recovery" for 3 timer counts.

Ultimate Supreme Life Form

Nullifies "Abnormal Condition: Paralyze" (cannot be cancelled).

Applies the following effects to enemy when changing cover:

Randomly destroys 1 card.
Reduces Dragon Balls by 1 (activates twice).

Knocks back enemy to long range if a cover change is performed against their Blast Arts attack (activates during assists).
