Overview
While not as formidable as his first appearance in the anime, EX 2F Cell BLU is only looking out for himself and hold no allegiance to any major Tag.
He was to deal decent Damage against Saiyans and most Androids, but this was heavily balanced by power creep
As of the third balance update, this Fighters stats and toolkit were improved, but he's still too weak to qualify for the core of any Team
Strengths
Dual Stat Z-Ability
A Strike-centric Meta often means that Blast Defense Ability Bonuses are in low demand.
While this won’t be enough to overthrow Strike Fighters, two stat Buffs regardless of stars gives EX 2F Cell BLU a much longer shelf life.
Debilitator
Her Main Ability significantly raises the opponent’s Team ki cost of both Strike and Blast cards for 20 timer counts. While it can seem harmless, this Effect practically reduces the duration of enemies’ Combos, so it can be seen as a good Defensive Boost for the Team.
Weaknesses
Pretentious
This Fighter inflicts increased Damage to both Saiyan and Androids, however neither Anti-Tag Unique Ability is particularly great. In fact, those small Boosts are not enough for him to be a meaningful Offensive Fighter, considering his low stats. For an EX Fighter, it would be better to have a single but powerful Anti-Tag Unique Ability, considering they are already supposed to be situational options.

This is the optimal Equipment for the Regeneration Team. For the Future Team, Saiyans don't do limits! can be used here. For any other Team, I can't sense Gohan! should be used here.
A Pure Blast Equip is necessary for a Ranged Fighter especially with a very large Base Blast Buff from his previous Equips and Zenkai Ability.
